Job Descriptions:

The Welfare Association for the Development of Afghanistan (WADAN) is implementing a WHO-supported project to strengthen primary healthcare services, immunization, maternal and child health, and emergency response in Helmand province. The Project Supervisor will oversee the implementation, coordination, and monitoring of project activities, ensuring compliance with WHO standards and effective service delivery.

Key Responsibilities:

Project Implementation & Supervision

  • Ensure the effective implementation of project activities, including primary healthcare, immunization, and maternal health services.
  • Supervise health facility operations, ensuring adherence to WHO and WADAN protocols.
  • Oversee the deployment of mobile health teams and outreach programs in remote areas of Helmand.
  • Ensure availability and proper utilization of essential medicines, medical supplies, and equipment.
  • Supervise and support health workers, field teams, and community health mobilizers.

Monitoring & Reporting

  • Conduct regular field visits to health facilities to assess progress and address challenges.
  • Ensure accurate and timely reporting of health services, medicine distribution, and immunization coverage.
  • Maintain detailed records of beneficiaries served and key performance indicators (KPIs).
  • Verify patient records, including contact details and prescription copies, at health facilities.
  • Submit weekly and monthly reports to Project Coordinator, WADAN management and WHO.

 Coordination & Stakeholder Engagement

  • Liaise with WHO representatives, local health authorities, community leaders, and partner organizations.
  • Participate in coordination meetings and health cluster forums.
  • Organize regular meetings with health facility staff to improve service delivery.
  • Support training initiatives for healthcare workers, including WHO guidelines on health service delivery and emergency response.

Compliance & Quality Assurance

  • Ensure compliance with WHO health standards and Afghanistan’s Ministry of Public Health (MoPH) regulations.
  • Monitor infection prevention and control (IPC) measures at health facilities.
  • Oversee cold chain management and vaccine storage to ensure compliance with immunization protocols.
  • Monitor financial accountability at the field level, preventing misuse of resources.

Risk Management & Problem-Solving

  • Identify and mitigate potential risks affecting project delivery, including supply chain issues.
  • Address operational challenges such as medicine shortages, workforce issues, and logistical constraints.
  • Report security concerns or disruptions affecting project implementation.

Safeguarding, PSEA, and Compliance

  • Ensure integration and implementation of Protection from Sexual Exploitation and
  • Abuse (PSEA), Child Safeguarding, and Accountability to Affected Populations (AAP) principles across all project activities.
  • Ensure staff and partners adhere to organizational policies, WHO requirements, and codes of conduct.
  • Report and address safeguarding concerns in line with established procedures.

Job Requirements:

  • Education: Bachelor’s degree in Public Health, Medicine, Nursing, or Project Management (Master’s preferred).
  • Minimum 3-5 years in health project management, supervision, or coordination, preferably in WHO-funded projects.
  • Experience working in Helmand province is an advantage.
  • Strong understanding of primary healthcare, immunization, maternal & child health, and emergency response.
  • Experience in data collection, reporting, and monitoring of health programs.
  • Knowledge of WHO health standards and BPHS/EPHS guidelines.
  • Strong leadership and team management abilities.
  • Excellent communication and coordination skills.
  • Ability to work under pressure in humanitarian settings.
  • Fluency in Pashto, Dari, and English.
  • Proficiency in Microsoft Office (Excel, Word, PowerPoint) and health information

Working Conditions:

  • The position is field-based in Helmand province and requires regular travel to health facilities and mobile teams.
  • Work may involve occasional weekend or emergency duty, depending on project needs.
  • Compliance with security protocols and field movement restrictions is mandatory.
