Job Descriptions:

The Contract Management Specialist for the Water Emergency Relief Project (WERP) will be responsible for overseeing / executing the Contract Management of WERP and ensuring the timely and efficient Contract Management.

The Contract Management Specialist is responsible for overseeing the lifecycle of contracts within organization. This role ensures compliance with legal, regulatory, and organizational requirements while optimizing contract performance and mitigating risks.

The Specialist acts as a liaison between internal stakeholders, vendors, and clients to facilitate smooth contract execution and administration.

The Contract Management Specialist will work closely with WERP Project Manager, WERP project staff, to ensure timely and efficient contract management of the project according to the WB contract management policy and organization internal policies.

Job Requirements:

  • Draft, review, and negotiate contracts, amendments, and renewals.
  • Ensure compliance with company policies, legal standards, and regulatory requirements.
  • Maintain accurate records of contracts and related documentation in contract management systems.
  • Monitor contract performance, deadlines, and deliverables to ensure obligations are met.
  • Identify risks and propose mitigation strategies related to contractual terms.
  • Collaborate with procurement, legal, finance, and operations teams to align contract terms with business objectives.
  • Provide guidance and training to staff on contract policies and procedures.
  • Prepare reports and summaries for management on contract status, risks, and opportunities.
  • Regularly tracking the project status and processing Timely Extension of Time (EoT) and Variation Order (VO) for the contractors.
  • Follow up of timely and accurate documents submission for the EoT and VO with the contractors and WERP field staff.
  • Timely payment process to the contractors, including correction and verification of contractor’s invoices   and ensure keeping accurate deductions (Retentions, Liquid Damages … etc) according to contract documents and keeping proper record of it.
  • Regular updating of the contract management including projects progress and payment part of the STEP.
  • Timely process contract variation, extension contract closeout and handover to STEP and related department.
  • In close coordination with the Project Manager alerting the contractors for timely completion of the contracts through Meetings, remote calling, Progress Reports, Notices … etc.
  • Follow up the contractors and ensure that the project is running according to Work Plan and ask for the revision on the work plan based on need.
  • In coordination with the Project Manager, Organize and facilitating prestart meetings with the contractors.
  • Maintain contract management filing system within unit and make sure the contracts are implemented with required quality in timely manner.
  • Provide and update contract data on project Management Information System (MIS)
  • Proper closing of the project and processing the completion reports of the project.
  • Prepare monthly, quarterly, and annual reports and work-plans and provide additional information as required by the PIU.
  • Undertake regular field visits and interact with different stakeholders, especially Contract Management at PIU.
  • Represent DACAAR in all procurement related meetings.
  • The Contract Management Specialist must strictly follow the organization’s existing security policies, procedures and daily instructions of the safety personnel.
  • Any other tasks and duties assigned by the Project Manager
