Job Profile

  • The Operations Manager ensures that RI Afghanistan has strong, compliant, and risk-managed operational systems across supply chain and operations and Human Resource and safety/access functions. The role establishes and enforces policies, SOPs, and procedures that enable safe programming, operational continuity, and donor compliance. The Operations Manager plays a key role in institutional risk management and operational strategy and is a member of the senior leadership team.

    Key Responsibilities

  • Strategic Leadership & Planning
    • Lead development and implementation of RI Afghanistan’s operations strategy and annual work plans.
    • Provide operational input to country strategy, proposals, and SMT decisions.
    • Ensure integration of supply chain, logistics, Human Resource and safety/access into program design and delivery.
  • Supply Chain & Operations Management
    • Provide direct supervision, guidance, and performance management to all SCO staff, including procurement, logistics, warehouse, fleet, and asset management teams at national and field levels.
    • Establish clear workplans, task allocations, and performance objectives for all SCO units, ensuring timely delivery of procurement, logistics, and distribution activities.
    • Lead regular coordination meetings with procurement, fleet, and field SC team to review progress, reporting identifies bottlenecks, and agree on corrective or preventive actions, ensure timely execution of all operational workplan
    • Oversee the end-to-end procurement of medical supplies, pharmaceuticals, medical items, and equipment, ensuring compliance with UN procurement rules, national Ministry of Public Health (MoPH) requirements, and RI’s medical procurement procedures.
    • Coordinate with program and health teams to map consumption cycles, stock levels, expiry risks, and replenishment cycles
    • Coordinating operational support to program teams to enable effective delivery of activities. 
    • Support procurement planning and forecasting with program and finance teams.
    • Ensure the maintenance of accurate documentation for all commodities (GRNs, distribution sheets, stock cards, waybills, FIFO FEFO logs, disposal records), audit-ready documentation and leading the timely resolution and closure of all audit findings
    • Drive efficiency, digitalization, and system improvement initiatives.
  • Human Resources  
    • Provides strategic direction to the Senior Management Team on strategic direction of RI in Afghanistan, including policy and procedures, structuring of the team, input and advice on labor law and staff relations
    • Provides detailed opinion to all levels of Management on legal matters and processes
    • Develops, operates and maintains effective and efficient systems and procedures to safeguard the organization from financial, legal and reputational liability
    • Takes responsibility for the regular review and update of policies and procedures.
    • Takes responsibility for the communication and implementation of agreed policies, practices and systems.
    • Provides leadership and direction to the Kabul and Field HR Teams.
    • Takes necessary steps to ensure that there is clear focus and co-ordination of all activities, both within the HR team and all other coordination from other departments
    • Ensures that routine HR duties are well executed in a timely manner through effective teamwork.
    • Attends to matters that have arisen, either personally, or through the co-ordination of appropriate members of staff
    • Provides guidance to staff and Management on Discipline and Grievance-related matters
  • Safety & Humanitarian Access Oversight
    • Support the Safety & Humanitarian Access Manager and ensure operational risk management is integrated into decision-making.
    • Support the Safety and Humanitarian Access Manager on development and implementation of policies and procedures for prevention and response to security risks.
    • Support CD and Safety and Humanitarian Access Manager to validate movement plans and access decisions for high-risk interventions. 
    • Ensure emergency readiness for rapid deployment and surge response.
    • Conducts operational feasibility assessments for new locations and expansions in line with security risk assessment by Safety and Humanitarian Access Manager.
    • Ensure strong coordination between the Safety and Humanitarian Access team and Supply Chain and Operations Department. 
  • Risk, Compliance & Internal Controls
    • Ensure strong internal controls, segregation of duties, and documentation for all operations.
    • Implement the Delegation of Authority (DoA) and ensure full adherence across field offices.
    • Lead follow-up on compliance and audit recommendations.
    • Maintain risk registers and support country risk management.
    • Pro-actively keeps up-to-date and ensures compliance with corporate governance and statutory requirements as well as other country specific regulations.
    • Leads and coordinates any external non-donor related Audits 
  • Emergency Preparedness & Response
    • Ensure safety systems are prepared for emergency response activation.
    • Prepare contingency procurement and distribution plans for rapid responses, including pre-vetted suppliers, framework agreements 
    • Coordinate prepositioning, contingency procurement, and access to readiness.
    • Support operational scale-up and surge teams in times of crisis.
  • Team Leadership & Capacity Building
    • Manage, mentor, and evaluate operational staff and unit managers.
    • Develop capacity-building plans 
    • Establish performance objectives, work plans, and accountability systems.
  • Coordination & Representation
    • Serve as operational focal point in internal coordination forums and SMT.
    • Represent RI in external logistics/security networks, clusters, and inter-agency coordination when appropriate.
    • Support donor engagement on operational topics
  • Behavior and Conduct

  • Will ensure the highest standards of behavior inside and outside of work promotes the values in RI’s code of conduct and safeguarding policies
  • Will be a model for ethical conduct standards for other team members
  • Will ensure own actions and the actions of the teams members they manage do not impact the safety of the RI team and the vulnerable communities we serve
  • Will ensure external stakeholders are aware of RI conduct and reporting mechanisms
  • Report any concerns

Skills, knowledge and expertise required for the role.

Essential criteria

  • Minimum Bachelor’s degree in, Business Administration, public administration (or related filed) from a recognized and reputed university. Master’s degree is preferred .
  • 7–8+ years’ experience in INGO operations management roles (supply chain + security + HR preferred) 
  • Proven ability to lead large operational teams and multiple functions 
  • Strong knowledge of donor compliance (BHA, ECHO, AHF, UN, etc.) 
  • Demonstrated experience implementing audit-compliant systems 
  • Experience in conflict-affected or complex humanitarian environments 
  • Strong leadership, negotiation, and communication skills 
  • Fluency in English and Dari and/or Pashto 

Desirable criteria

  • Experience working in Afghanistan 
  • Security/access management knowledge 
  • CIPS, CILT, or equivalent supply chain certification 
  • HEAT/SRM or humanitarian safety/security training 
  • Experience in rapid response or scale-up operations
