Job Descriptions:

Position Summary

In the face of reduced international funding and increasing operational constraints, and as per PRB’s Strategic Goals and Fundraising & Resource Mobilization strategy outlined in its Strategic Plan 2025-2029, PRB is prioritizing stronger resource mobilization, strategic networking, effective communication, and proactive fundraising to sustain its humanitarian and development commitments across Afghanistan. The Fundraising Senior Officer will play a key role in this effort, working closely with PRB’s senior management and program team to design, lead, and manage the organization’s overall fundraising strategy.

The ideal candidate must bring strong expertise and an active, well-established network within the current donor landscape in Afghanistan, including humanitarian and development partners, embassies, UN agencies, and international NGOs. As per Partnership and Collaboration Strategy outlined in PRB’s Strategic Plan 2025-2029, the officer will be responsible for cultivating and maintaining strategic relationships, identifying and pursuing new funding opportunities, and proposing innovative approaches to securing project resources. This role requires a highly connected, proactive professional capable of leveraging existing partnerships and opening new pathways for organizational growth.

Key Responsibilities:

  • Proactively identify and pursue new funding opportunities from international donors, embassies, UN agencies, humanitarian and development funds, INGOs, corporations, foundations, and other potential partners.
  • Leverage PRB’s long-standing experience, achievements, and operational capabilities to effectively position the organization and quickly attract donor interest for new initiatives and partnerships.
  • Maintain and regularly update a comprehensive donor database, tracking contacts, funding opportunities, proposal deadlines, eligibility criteria, and donor requirements.
  • Conduct ongoing analysis of the funding landscape in Afghanistan, including donor priorities, emerging trends, and shifts in humanitarian and development financing; provide clear recommendations and strategic guidance to senior management.
  • Actively engage in proposal development, including concept note drafting, proposal writing, budget coordination with the finance team, and ensuring compliance with donor guidelines.
  • Build, strengthen, and maintain strategic relationships with local and international stakeholders, donors, networks, and coordination bodies relevant to funding and partnerships.
  • Represent PRB in coordination meetings, cluster meetings, donor briefings, workshops, and sectoral events, effectively presenting the organization’s experience, capacities, and impact to attract funding opportunities.
  • Initiate outreach and introduction efforts with institutions, networks, and potential partners to expand PRB’s visibility and funding pipeline.
  • Collaborate closely with senior management and program teams to align fundraising priorities with organizational capacity, program needs, and strategic direction.
  • Support partnership-building efforts, including drafting Partnership Agreements, facilitating negotiations, and ensuring follow-up with potential partners.
  • Monitor and document fundraising progress, preparing regular reports and briefings for senior leadership on active opportunities, donor engagement, and challenges.

Job Requirements:

Candidates will be assessed based on the following criteria:

Education:

  • Bachelor’s degree in Business Administration, Development Studies, Economics, Public Administration, or a related field. A Master’s degree will be preferred.
  • Additional certification in proposal writing, fundraising, project management, or donor relations will be a plus point.

Work Experience:

  • At least 4 -6 years of proven experience in fundraising, resource mobilization, grants acquisition, proposal writing and donor relations with UN agencies, and INGOs.
  • Experience working with international donors such as UN agencies, USAID, EU, AHF, GIZ, OCHA, INGOs, Foundations and the World Bank is preferred.
  • Strong understanding of the funding landscape and challenges in Afghanistan.
  • Evidence of having secured grants or facilitated donor partnerships.
  • Strong experience in proposal development, including drafting concept notes and full proposals.
  • Prior experience with PRB’s thematic areas such as livelihood, agriculture, livestock, community development, women empowerment, or education will be preferred.

Essential Skills

  • Fundraising & Donor Engagement: The candidate must understand Afghanistan’s donor landscape and effectively leverage PRB’s experience to build strong relationships and attract funding.
  • Proposal Development & Writing: The candidate should be skilled in developing concept notes and proposals and able to coordinate with technical teams to ensure donor-compliant submissions.
  • Communication & Representation: The candidate must demonstrate excellent English communication and confident representation skills.
  • Strategic & Analytical Thinking: The candidate should be able to assess funding trends and develop practical, innovative strategies for resource mobilization.
  • Organizational & Technical Skills: The candidate must understand project cycles and donor compliance while maintaining strong documentation and being proficient in MS Office and donor platforms.
  • Interpersonal & Professional Qualities: The candidate must collaborate effectively with senior management and program teams, demonstrating integrity, and professionalism.

Preferred Skills

  • Familiarity with donors’ online application systems (UNPP, GMS, Grants.gov, etc.).
  • Experience in project budgeting or working with finance teams.
  • Knowledge of national languages (Dari/Pashto).
