Job Descriptions:

The Pharmacy QA Manager is responsible for ensuring effective pharmaceutical supply chain management across MHCO’s main office and BPHS/EPHS projects, including forecasting, quantification, procurement, storage, distribution, and quality assurance of medicines and medical supplies. The role oversees stock management systems, prevents stockouts and expiries, ensures Good Storage Practices, and supervises FEFO/FIFO implementation at all levels. The Manager verifies product quality, monitors consumption trends, supports rational drug use, and ensures compliance with national pharmaceutical standards and treatment guidelines. The position also provides technical support and training to pharmacy staff, conducts regular inventory checks and reporting, improves pharmacy management systems, and coordinates with procurement, logistics, and health teams to ensure efficient and compliant pharmacy operations while upholding MHCO safeguarding and professional standards.

Duties & Responsibilities:

  • Ensure timely forecasting, quantification, and procurement of medicines, medical supplies, and equipment as per MHCO procedure.
  • Maintain accurate stock management systems (stock cards, inventory records) for MHCO main office and BPHS/EPHS projects.
  • Monitor consumption trends and adjust procurement plans accordingly.
  • Prevent stockouts, overstocking, and expiries through proper planning and monitoring in MHCO Main office and BPHS projects.
  • Oversee proper storage conditions following Good Storage Practices.
  • Ensure regular physical inventory checks and monthly stock reconciliations at all level.
  • Implement FEFO/FIFO systems across all pharmacy and warehouse levels.
  • Supervise proper handling of controlled and cold-chain items.
  • Ensure compliance with national pharmaceutical standards and organizational policy.
  • Verify medicine quality, batch numbers, expiry dates, and documentation.
  • Report and manage any adverse drug reactions or product recalls.
  • Coordinate distribution of pharmaceuticals to facilities/project sites.
  • Ensure rational drug use in compliance with national treatment guidelines.
  • Support prescribers and pharmacists with up-to-date clinical guidelines.
  • Oversee proper dispensing procedures at provincial and health facility level.
  • Prepare monthly, quarterly, and annual stock and consumption reports.
  • Maintain accurate electronic and paper records of all transactions.
  • Prepare donor-specific pharmaceutical reports when required.
  • Supervise MHCO pharmacy staff and provide technical guidance.
  • Conduct on-the-job training on storage, dispensing, and rational drug use.
  • Participate in recruitment, appraisal, and performance evaluation of pharmacy staff.
  • Coordinate with procurement, logistics, and health teams for smooth operations.
  • Ensure compliance with Ministry of Public Health (MoPH) standards.
  • Improve the pharmacy management system (mSupply and HQIP standards)
  • Participate in relevant pharmacy technical meetings.

Job Requirements:

  • Bachelor’s degree in Pharmacy (B.Pharm) required; Master’s (M.Pharm) preferred.
  • Minimum 4–5 years of experience in pharmacy management system.
  • Experience in BPHS pharmacy, NGO programs, or donor-funded projects is an asset.
  • Strong knowledge of pharmaceutical supply chain systems and MDS.
  • Excellent communication, reporting, and leadership skills.
  • Proficiency in MS Office and inventory software.
  • Ability to work under pressure and meet deadlines.
  • Fluency in Dari and Pashto; good command of English (written & spoken).
