Maihan Humanitarian Convergence Organization (MHCO) is a national non-government, non-political, and non-profit organization registered with the Ministry of Economy, committed to delivering humanitarian services across Afghanistan. The Finance Officer is responsible for ensuring effective financial management, accurate accounting, and compliance with organizational and donor policies. This role involves managing day-to-day financial transactions, preparing financial reports, maintaining ledgers, processing payments, monitoring project budgets, and supporting audits. The Finance Officer works closely with program, procurement, and administration teams to ensure timely financial support, proper documentation, and transparent financial operations. The position requires strong analytical skills, attention to detail, and the ability to manage multiple financial tasks in a fast-paced environment.

Duties & Responsibilities:

Financial Management & Reporting

• Prepare, monitor, and reconcile financial statements (income statements, balance sheets, cash flow statements).
• Maintain accurate financial records and ledgers.
• Assist in preparing monthly, quarterly, and annual financial reports.
• Support audits by providing necessary documentation and explanations.

Budgeting & Forecasting

• Assist in developing annual budgets and financial forecasts.
• Track expenditures and ensure spending aligns with approved budgets.
• Provide variance analysis and financial advice to management.

Accounts Payable / Receivable

• Process invoices, payments, and reimbursements.
• Manage receivables and ensure timely collection of funds.
• Maintain relationships with vendors and clients regarding billing and payments.

Compliance & Controls

• Ensure compliance with financial policies, accounting standards, and relevant legislation.
• Support tax filings and statutory reporting requirements.
• Implement and monitor internal controls to prevent fraud or financial mismanagement.

Financial Analysis & Support

• Analyze financial data to identify trends, risks, and opportunities.
• Provide input on cost control, resource allocation, and financial performance improvement.
• Support grant or project financial management (especially in NGOs or public institutions).

• Bachelor’s degree in Finance, Accounting, Economics, Business Administration, or a related field.
• Professional certifications (desirable but not always required): CPA, ACCA, CIMA, or equivalent.
• Prior experience in financial or accounting roles is typically preferred.
• Strong knowledge of accounting principles and financial regulations.
• Proficiency in accounting software (e.g., QuickBooks, Xero, SAP, or Excel).
• Excellent analytical and numerical skills.
• High attention to detail and accuracy.
• Strong organizational and time management abilities.
• Good communication and interpersonal skills to liaise with internal and external stakeholders.
• Integrity and discretion when handling confidential financial information.
• Works in  NGOs sector.
• Reports to a Finance Manager
• Collaborates closely with program, operations, and administrative teams.
• Fluency in Pashto, Dari and English is required.
