The Agricultural Development Fund (ADF) will act as a second-tier wholesale lending institution that will lend to intermediaries in the agricultural value chain, who will then on-lend to small commercial farmers, defined as farmers with 1-30 hectares. ADF is capitalized by a $100 million grant provided by the United States Government to the Government of the Islamic Republic of Afghanistan to increase lending to the agriculture sector to create a more competitive agriculture sector through expanded agricultural production and increased incomes for agricultural households. ADF will lend directly and indirectly to banks, non-bank financial institutions, credit unions, microfinance institutions and non-financial intermediaries such as private farmer associations, farm stores, agricultural depots, food processors, agribusinesses and other market participants and informal providers of finance that support the development of agricultural value chains in Afghanistan and can enhance the supply of agricultural credit to the end-borrowers at the farm level. Until it transitions to the Government of Afghanistan in 2014, the ADF is managed by the Agriculture Credit Enhancement (ACE) program a USAID contract.

General Objective:

The Regional Supervisor will be a critical member of the Business Development team. The Regional Supervisor is a supervisory level position and entails crucial responsibilities. The primary responsibility of the position will be to supervise a team of lending officer/s in the region and manage relationship with key ADF clients and stakeholders. The supervisor will supervise the ADF portfolio in the region and provide lending and other technical support to the business development team. The Individual will work closely with the business development and other departments in ADF to ensure loans/financing will strengthen agricultural value chains in Afghanistan. The regional supervisor is reported to the Credit Manager.

Specific Objectives and Duties:

• Identify, develop and participate in sales and marketing activities of the region, including agricultural shuras, trade shows and marketing tours, relationship development with agricultural associations, institutions and firms to identify, develop and strengthen relationships with potential and actual clients.
• Implements plans and strategies in line with the overall goals and objective of the ADF for lending operations of the team in the region.
• Manages portfolio of loans in the region in light of overall organization mandate performing loans to a maximum level possible and keeping default rates to a minimum.
• Manages relationship with key stakeholders of the ADF in a timely and professional manner ensuring positive relationship with them.
• Manages and supervise a team of lending officer/s in the region, generating new business for the organization.
• To supervise regional collection and recovery activities; and to maintain coordination with head office legal unit.
• Advises and supports the team of lending officer/s to prepare financial statements, conduct complete credit analysis of the lending requests as well as to ensure quality risk assessment.
• Implements new processes, procedures and templates for use by the lending officer/s in line with the credit policies and procedures of the organization.
• Oversees and supports lending officer/s to manage relationship with clients of the organization.
• Mentor and supports the team of lending officers in developing and generating high quality loan packages ensuring delivery of standardized documents and teamwork with supporting departments.
• Conduct pre-qualification assessments of the clients and assist them in preparing loan applications.
• Prepare and analyse loan application packages of the clients as per ADF credit standards.
• Present loan packages to ADF Committees and MAIL Credit Committee.
• Ensure Legal contracts and loan disbursements documents of the regional clients are accurate and complete.
• Manage all operations activities in region.
• Any other task assigned by the Supervisor.

• A master's/bachelor’s degree in Business Administration/Commerce/Economics.
• Minimum of 5 years experience in equivalent/similar positions.
• Experience working in financial services, banks, and private businesses.
• Must have Knowledge of Islamic Financing.
• Experience supporting loan proposals development process.
• Ability to analyze loan documentation and prepare financial statements.
• Very good communication and presentation skills.
• Ability to grasp key agricultural concepts and value chain.
