The head office of the organization is located in Kabul, Afghanistan, and delivers humanitarian services in the sectors of Livelihood, Good Governance, WASH, and Emergency through its four regional offices in Mazar, Herat, Jalalabad, and the central zone in a decentralized manner.

Job Descriptions:

Job Summary:

The M&E Officer reports directly to the MEAL manager and project manager. This role has a responsibility to collect, clean, analyze, store, and share the data with the project staff and project management team, respecting the information-sharing protocols. The Officer for M&E will develop multiple M&E tools, including questionnaires, and share the link with Community Mobilizers and Surveyors, and finally generate the need assessment report and share the report with the project and organization senior staff. The incumbent is also responsible for developing the project management information system and the project activity tracker, and orienting the team on how to use the M&E tools and keep updating the project databases practically and effectively. She/ he will conduct the M&E visits using the standard checklist and quality benchmarks and tools, share the reports and findings with the project manager to bring timely corrections, and bring the project back on the right track.

Roles and Responsibilities:

  •  Ensure that all activities are implemented according to the activity plan and in line with the project objectives.
  • Facilitate workshops, meetings, and any other programs according to the needs of the project.
  • Participate and support the development of the M&E tools for the project on different levels.
  • Undertake regular monitoring of project activities to ensure that the quality and quantity of the program activities are being carried out according to the Project.
  • Prepare and implement monthly monitoring and evaluation plans for the program.
  • Advise, and if necessary, train the field staff on the monitoring and evaluation procedures.
  • Complete and submit regular reports on the monitoring and evaluation findings in the field to the Project Manager, which include reporting of field visits.
  • Provide technical assistance to field teams during the implementation of activities.
  • Monitor field teams related to training activities and assess and report on progress to the supervisor.
  • Ensure that the Monitoring tools are based on the project indicators and measure the project objectives.
  • Monitoring and evaluation of the project activities and ensuring that monitoring and evaluation systems and quality controls are in place. (Provide proper feedback to the team based on the findings.)
  • Communicate closely with the field staff of the project for better reporting of the project.
  • Ensure timely and appropriate reporting on project activities to the Project Manager.
  • Prepare the M&E Framework and Tools and track down the project activities.
  • Keep records of any visits, phone calls, or emails received from other project staff and community workers requesting support.
  • Any other relevant tasks given by the line manager.

  • Compliance with RRAA’s staff code of conduct and other safeguarding policies such as (Safety/Security SOPs, AAP, PSEA, ESHS, and HR)
  • Make sure all activities under the project are done based on the organization's policies and procedures.

Representation:

Represent the organization in meetings, workshops, and events related to the assigned project package.

Job Requirements:

  1. University degree in Project Management, Economics, Computer Science, Literature, Administrative Law, and Political Sciences
  2. 5 years’ experience with a bachelor’s degree, 3 years of professional experience in Monitoring and Evaluation, and project management, and relevant experience is required
  3. Familiarity with the local culture and language(s)
  4. Strong interpersonal and communication skills
  5. Fluency in spoken and written English is required; Dari and Pashto languages are also a must.
  6. Good Delegation, Prioritization, and Problem-Solving skills
  7. Computer literacy, such as MS Office
  8. Good knowledge of using the KOBO mobile system
  9. Able to work independently as well as part of a team
  10. Flexible, patient, and committed to supporting vulnerable communities
