Job Descriptions:

Role Purpose:

FWO will carry a combination of responsibilities for managing transportation logistics and warehouse operations. Under the overall direction of Project Coordinator FWO is expected to oversee the efficient operation of fleet management and warehouse logistics. This includes ensuring the effective utilization of vehicles, equipment, and warehouse space, maintaining safety standards, and optimizing cost and service delivery. The role is central to ensuring timely distribution and storage of goods while maintaining high standards of accuracy, safety, and efficiency.

Key Tasks and Responsibilities:

The job holder and has vertical relationship with all drivers of transport companies, has to maintain relationship with all program staff at all cluster level in planning and managing of tasks.

He will be the focal point for Fleet and Warehouse at provincial level.

Support to Fleet Management:

  • Schedule and assign vehicles to meet programmatic and operational needs, ensuring optimal use of resources.
  • Manage relationships with external service providers transport companies.
  • Maintain detailed and accurate maintenance logs and records for each vehicle.
  • Plan and optimize daily delivery and collection routes for drivers to ensure efficiency and timely deliveries.
  • Allocate vehicles and assign tasks to drivers based on shipment priorities, vehicle capacity, and driver availability from the service provider.
  • Plan and coordinate transportation for staff, goods, and services, including emergency response deployments.
  • Coordinate with program teams, government authorities, partners, and service providers to ensure efficient transportation support.
  • Ensure all drivers hold valid licenses for the vehicles they operate and that their records are up-to-date.
  • Enforce strict adherence to road traffic laws and company driving policies.
  • Promote safe driving practices and organize regular driver safety training.
  • Prepare and disseminate regular reports on fleet performance.

Support for Warehouse:

  • Oversee the receiving, storage, and dispatching of all goods, ensuring accuracy and timeliness.
  • Supervise the unloading of incoming shipments, verify quantities against purchase orders and waybills, and inspect goods for damage or discrepancies.
  • Implement and maintain an efficient warehouse management system (WMS), which may be digital or manual.
  • Manage stock levels and coordinate with relevant department and external partners for the delivery of materials to our stocks.
  • Ensure the warehouse is organized for optimal space utilization and efficient material flow (e.g., implementing a logical layout, FIFO for perishable goods).
  • Liaise with suppliers, partners, and third-party logistics (3PL) providers to resolve any issues related to shipments, delays, or damages.
  • Oversee the picking and loading of outbound shipments to ensure orders are fulfilled accurately and on time.
  • Ensure that stock levels are recorded in bin cards on time. Ensuring that all materials as properly stocked at the cluster office. Use waybill, receiving notes and other support documents for any stock in/out. Have warehouses properly locked, so that all materials are secure and be responsible for any losses in warehouse.
  • Ensure all warehouse transactions (receipts, dispatches, internal movements) are fully and accurately documented. This is vital for donor accountability and audit trails.
  • Prepare and submit daily, weekly, and monthly stock reports, including stock status, movement reports, and warehouse performance indicators.
  • Perform regular physical stock counts (cycle counts and full inventories) and reconcile them with book balances, investigating and explaining any variances immediately.
  • Liaise closely with program teams to understand upcoming distribution plans and ensure stock availability.
  • Interact with suppliers, transporters, and customs agents as needed for the receipt and dispatch of goods.
  • Have regular communication with RPLC and security until they return back to office
  • Provide facilities for emergency response and good assist when requested.
  • Ensure all warehouse operations comply with organizational policies, donor regulations, and local laws.

Compliance:

  • Understand MEED’s organisational values, goals and strategic priorities. Ensure RCO’s work plan, attitude and behaviour reflect MEED’s ideologies.
  • Read carefully and understand the project related documents, especially LOA, and help PC and other project team members in ensuring all compliance requirements.
  • Act in accordance with the procedures laid down in the "Mission East Afghanistan Security Manual".
  • Maintains close coordination with program coordinator, officer, ROM, RPLC and NPLIM.
  • Maintain high level of coordination with colleagues working on Procurement and Logistics, Finance, and HR.
  • Support other project team members in delivering project activities.

Miscellaneous:

  • Support National Security Manager is handling security risk mitigation strategies, making security risk assessments and preparing mitigation plans.
  • Comply with MEED policies and practices, especially with respect to PSEA, child protection, code of conduct, health and safety, and equality.
  • Any other tasks assigned by line manager to achieve the objectives of position

You will have the following experience, skills and qualifications:

Qualifications required:

Graduate with major Economics, Computer Science or related faculties

Experience required:

  • At least three years of recent proven experience, preferably in any international NGO, in managing fleet, procurement and logistics.
  • Experience in managing security activities, coordination with security experts, and anticipating possible threats.
  • Experience in contract/purchase order management and administration.

Skills and Competencies required:

  • Good knowledge of English is desirable
  • Have Computer knowledge on (MS Word, MS Excel, MS Outlook, Internet and good typing skill)
  • Local social experience and knowledge
  • Ability to work within a team
  • Ability of multitasking
  • Comply with Mission East’s policies and practices, especially with respect to PSEA, child protection, code of conduct, health and safety, and equality.

Other criteria:

  • Ability to work long and odd hours, including weekends.
  • Understand confidentiality.
  • Exposure to local dynamics of different districts in Takhar, and experience of handling logistics and security in those areas will be added advantage.
