About Handicap International:

HI has been supporting the Afghan people since 1987, starting its operations in Pakistan. Job Purpose:

 

HI is seeking a qualified Senior Project Officer to lead coordination efforts with our partner organization SI, in mainstreaming disability inclusion across Disaster Risk Reduction (DRR), emergency preparedness, and post-disaster economic recovery activities This role does not involve direct implementation, but rather focuses on technical support, coordination, and capacity strengthening to ensure that disability inclusion is effectively integrated into the partner’s DRR and emergency preparedness programming. The Senior Project Officer will collaborate closely with HI’s Technical Unit and the partner organization to review, adapt, and guide inclusive DRR strategies and plans. This position would facilitate joint planning and learning sessions to promote inclusive recovery and resilience-building initiatives that DRR activities are inclusive, equitable, and responsive to the needs of persons with disabilities, contributing to more resilient communities.

 

Job Description

The Duties and responsibilities may include but not limited to: 

Key Responsibilities:

  1. Ensure the implementation of the project, in line with HI’s standards, logical framework and allocated budget:
  • Collaborate closely with HI’s Technical Unit and the partner organization to review, adapt, and guide inclusive DRR strategies and plans.
  • Coordinate technical assistance and coaching on disability-inclusive approaches.
  • Support the monitoring and documentation of inclusive practices and outcomes.
  • Facilitate joint planning and learning sessions to promote inclusive recovery and resilience-building of the disaster affected population
  • Steer the project’s intervention strategy and put forward adjustments if the objectives change or if it is likely that they will be met.
  • Ensure that all activities and the associated resources are planned, and implement the action plan.
  • Ensure that all activities are implemented in line with the project proposal and the allocated budget and the standards operating procedures (SoPs). This requires regular follow up with the program support services and technical staff.
  • Manage and oversee the delivery and procurement of assistive devices in line with the relevant departments of the organization.
  • Ensure project reporting, internally (with the program unit) and externally (reporting to funding bodies, authorities and/ or partners) with a focus on inclusion outcomes.
  • Undertake expenditure and manage the project activity-specific budget lines according to the delegation he/ she received based on the program signature delegation table.
  • Facilitate and maintain effective partnerships with implementing partners, ensuring inclusion is embedded in joint planning and review processes.
  • Ensure proper documentation and archiving of information and learning
  • Ensure compliance with global technical standards and norms by communicating and by involving the technical specialists and officers with expertise in the project themes.
  • Actively engage in the development and follow of the supply plan for the project activities.
  • Actively engage in the recruitment of the staff needed for implementation of the project.
  1. Ensure that project implementation complies with the existing frameworks:
  • Ensure the proper implementation and follow-up of HI’s institutional policies (specifically PME, PSEAH and Age-Gender, Disability policies) and the other HI internal standards.
  • Ensure compliance with the terms of the project proposal and the rules applied by funding body/bodies.
  1. Ensure project monitoring, evaluation, accountability and learning:
  • Ensure project monitoring, specifically activity progress indicators and the expected outcomes.
  • Develop and implement the project evaluation plan.
  • Promote accountability to affected populations, especially persons with disabilities  
  • Ensure project learning, taking into account lessons learned from similar previous projects, following the recommendations made throughout the project (from evaluations, support missions, audits, etc.), and capitalizing on the acquired knowledge.
  • Contribute to a safe environment for sharing of ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to small deficiencies.
  • Conduct field visits as per need and validation of the line manager.
  1. Ensure project data management:
  • Ensure that the appropriate data collection and management tools are in place on the project, in line with HI’s inclusive data collection mechanism.
  • Ensure that data related to the project is collected and compiled in the project database and relevant database is updated regularly.
  1. Coordinate the teams involved in the project:
  • Facilitate coordination meetings between his/her direct team and the support services located in the area when necessary.
  • Ensure that his/her team and the support teams (shared and technical services, in particular) work well together in order to facilitate the implementation of the project in the intervention area.
  • Organize the project monthly/quarterly, ISPR, kick-off and other meetings.
  • Facilitate quarterly project steering committee meetings with the partner organization to maintain strategic and programmatic-level discussions, ensuring alignment on inclusive DRR priorities and progress
  1. Contribute to external project communication:
  • Contribute to HI’s external influence by taking part in networks, when required.
  • Communicate about the project to partners, authorities and stakeholders when relevant, but in consultation with the department head/ Technical Head of Program (THoP).
  1. Other Responsibilities:
  • Perform any activity that is assigned by the functional and technical line managers.
  • Perform any other activity foreseen necessary for the implementation of the project.
  • Overseeing safety and security and reporting to HASM.
  • Managing the increased number of staff and dealing with the increased number of the stakeholders.
  • Supporting non-CDCS related initiatives/ delegations to Bamyan.
  • As a Staff member, I'm expected to uphold safeguarding standards, promote a safe working environment, and report any concerns in line with the organization’s Safeguarding Policies and Code of Conduct.

Job Requirements:

Qualifications and Skills:

  1. Education:
  • Bachelor’s degree in Social / Environmental science
  1. Experience:
  • Minimum of three (3) years of proven experience in Social Sciences, Disaster Risk Reduction, community-based disaster management and emergency preparedness, disability inclusion / protection or other related fields with I/NGOs
  • Demonstrated experience in project planning, coordination, implementation, monitoring, and reporting.
  • Prior experience managing teams and working with diverse stakeholders, including government authorities and community-based organizations.
  1. Technical Skills:
  • Understanding of DRR concepts, frameworks, and community-based resilience approaches.
  • Knowledge of inclusive DRR practices, especially regarding the inclusion of persons with disabilities, women, and marginalized groups.
  • Competence in procurement coordination and assistive device distribution processes.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and data management tools.
  1. Language Skills:
  • Fluency in spoken and written English.
  • Proficiency in Dari and/or Pashto is highly desirable.
