Job Descriptions:

Purpose of the Position:

The Project Supervisor will be responsible for managing, monitoring, and supervising the overall construction activities of the check dam project. The Project Supervisor will ensure that all construction works are carried out following the approved technical designs, timelines, environmental and safety standards, and contractual terms as per the BoQ. The role is crucial for maintaining quality assurance and effective coordination between MHI, provincial-related stakeholders, the contractor, and other stakeholders.

Key Responsibilities:

Technical Oversight & Quality Assurance:

  • Supervise and monitor all on-site construction activities related to the check dam project.
  • Ensure that the contractor’s work complies with approved designs, specifications, and standards.
  • Review technical drawings and recommend changes if required.
  • Conduct regular site visits and inspections to verify construction quality and progress.

 

Contractor Coordination & Management:

  • Act as the primary point of contact between MHI and the contractor during project implementation.
  • Monitor contractor performance and adherence to the contract terms, timelines, and quality standards.
  • Facilitate regular coordination meetings and progress reviews with contractors and internal teams.
  • Report any contract violations or performance issues to the MHI Program Team promptly.

Documentation & Reporting:

  • Prepare and submit detailed monthly progress reports, technical assessments, and incident reports.
  • Maintain accurate site records including daily logs, inspection forms, material deliveries, and photos.
  • Verify and review contractor invoices and progress claims against physical work completion.
  • Getting the project completion confirmation letter from the relevant stakeholders.

Health, Safety & Environmental Compliance:

  • Ensure that health, safety, and environmental (HSE) protocols are strictly followed by all site personnel.
  • Immediately report and mitigate any safety hazards or non-compliance incidents on-site.

Community and Stakeholder Liaison:

  • Liaise with local authorities, community elders, and other relevant stakeholders to ensure smooth project implementation.
  • Support the resolution of any community-level grievances related to construction activities.
  • Promote community engagement and ownership throughout project implementation and ensure sustainability mechanisms are considered
  • Support in project registration, closure, and liaise with Water Management authorities and DoEC on project matters

Job Requirements:

Required Qualifications and Experience:

  • Education: Bachelor’s Degree in Civil Engineering (Master’s degree preferred).
  • Experience: Minimum of 10 years of relevant experience in supervising or managing civil infrastructure projects, preferably involving water management or check dams.
  • Professional Skills:
    • Strong technical understanding of civil works, especially dam or water infrastructure projects.
    • Proven ability to supervise contractors and ensure compliance with technical specifications.
    • Familiarity with project management tools and documentation.
    • Fluency in local languages (Pashto and Dari); proficiency in English.
  • Other Requirements:
    • Strong communication and negotiation skills.
    • High integrity, transparency, and ability to work in remote areas under challenging conditions.
    • Ability to travel frequently between project sites.

 

Reporting & Accountability:

The Supervisor will report directly to the Field Manager and Program Head and will work closely with MHI’s program team, contractor representatives, and monitoring and evaluation team.

 

Work Environment and Conditions:

  • The role will require some travel to Kabul and to be stationed at field sites within Nangarhar Province.
  • Work may be conducted in the specified district mentioned above.
  • Demonstrates flexibility in working hours and readiness to ensure on-time project completion, while adhering to the MHI code of conduct and applying relevant policies and procedures.
  • Ensure project sustainability through technical insight, accountability for project matters, compliance with local laws, and contractor quality oversight
