Established in 2016, Etimad Maihan unites Etimad Maihan Construction Company and Etimad Maihan Logistics Services as a single, accountable partner for works and end-to-end supply-chain delivery across Afghanistan. Job Descriptions:

Responsibilities

  • Community engagement and CRG formation: Lead the process of establishing and supporting Community Representative Groups (CRGs) at each sub‑project site, ensuring representation of women, youth and marginalised farmers. Facilitate regular meetings to discuss design options, tariff proposals, and operational issues.
  • Farmer consultations and mobilisation: Conduct ongoing consultations with farmers and landowners to assess irrigation needs, cropping plans and willingness to pay. Mobilise community participation in construction (e.g. provision of labour for trenching) and maintenance activities.
  • Agricultural training and advisory services: Provide hands‑on training to farmers on efficient irrigation practices (drip, sprinkler), crop selection, crop rotation and climate‑resilient agriculture. Collaborate with agronomists to introduce high‑value crops and improved farming techniques.
  • Grievance handling and social inclusion: Operate the project’s grievance redress mechanism at the local level. Record and resolve complaints related to water allocation, tariffs or service quality. Ensure that women, youth and vulnerable groups have safe channels to raise concerns and participate in decision‑making.
  • Coordination with authorities and stakeholders: Liaise with the Department of Agriculture, Irrigation and Livestock (DAIL), district officials, elders and religious leaders to secure endorsements, obtain technical advice and ensure alignment with local development plans. Coordinate with NGOs and government programmes to leverage complementary agricultural services.
  • Monitoring and reporting: Collect data on community satisfaction, training attendance, gender participation and social impacts. Contribute to quarterly narrative reports, highlighting achievements, challenges and mitigation measures. Provide feedback to technical teams on community needs or issues affecting system performance.
  • Cultural and gender sensitivity: Promote respect for local customs and cultural norms while advocating for equitable participation. Adapt communication and training methods to the literacy levels and languages of the community.

Job Requirements:

  • Education: Diploma or degree in Agriculture, Social Sciences, Rural Development, Community Development or a related field.
  • Professional experience: Minimum 2 years of experience in rural extension services, agricultural advisory work, community mobilisation or similar roles in Afghanistan. Experience working with farmer groups, cooperatives or irrigation projects is desirable.
  • Technical knowledge: Familiarity with irrigated agriculture, crop planning, soil and water management, and basic agronomy. Understanding of participatory development approaches and gender‑sensitive programming.
  • Language and cultural skills: Proficiency in local languages (e.g. Dari, Pashto) and deep understanding of cultural norms in target provinces. Ability to communicate effectively with diverse community members, including women and elders.
  • Facilitation and conflict‑resolution skills: Proven ability to facilitate meetings, mediate disputes and encourage consensus among stakeholders. Experience implementing grievance redress mechanisms is an asset.
