Job Descriptions:

Duties and Responsibilities:

  • Tariff development and management: In coordination with project management and community representatives, develop transparent and equitable tariff structures for water services. Maintain up‑to‑date tariff schedules and communicate changes clearly to farmers and other beneficiaries.
  • Billing and revenue collection: Generate invoices or payment schedules for registered farmers, track usage data (volume of water or pump runtime) and ensure timely collection of payments via mobile money, bank transfers or cash. Maintain accurate records of receivables and address outstanding balances.
  • Cost tracking and financial analysis: Monitor operational expenditures (maintenance costs, staff salaries, spare parts) and compare them against revenue to assess financial sustainability. Provide cost‑recovery analyses to inform tariff adjustments and business‑model decisions.
  • Record‑keeping and documentation: Maintain a comprehensive registry of beneficiary agreements, payment histories, and service contracts. Ensure data confidentiality and compliance with clients reporting requirements and local regulations.
  • Reporting: Prepare monthly financial statements, cash‑flow forecasts and quarterly financial reports for UNOPS and project stakeholders. Contribute financial information to narrative reports and audits, ensuring consistency with the co‑contribution budget.
  • Compliance and internal controls: Implement sound financial management practices and internal controls to prevent fraud or misappropriation. Support external and internal audits by providing requested documents and clarifying financial transactions.
  • Stakeholder liaison: Serve as the financial focal point with community representative groups and farmers regarding billing queries, payment plans and subsidies (if applicable). Provide basic financial literacy training to beneficiaries to encourage prompt and consistent payments.

Job Requirements:

Qualifications & Experience: 

  • Education: Diploma or degree in Finance, Business Administration, Accounting or a related field.
  • Professional experience: At least 2 years of experience in billing, microfinance, rural utility management or a similar role, preferably within a community‑based or off‑grid energy/water service context.
  • Financial software proficiency: Ability to use accounting and billing software such as odoo, Microsoft Excel or similar tools for data entry, budgeting, analysis and reporting.
  • Financial management skills: Understanding of cost‑recovery models, tariff setting, budgeting and revenue‑tracking. Experience preparing financial statements and managing cash flows.
  • Communication skills: Ability to explain financial information to non‑technical audiences in local languages and to liaise effectively with community members, technical teams and donors.
  • Integrity and attention to detail: Strong organisational skills, accuracy in record‑keeping and adherence to ethical standards for handling funds and sensitive data.
