Job Descriptions:

Position Purpose:

The Finance Manager is responsible for overseeing all financial operations of VDO, ensuring compliance with organizational policies, Afghan financial regulations, and donor requirements. The role involves strategic financial planning, budgeting, cash flow management, financial reporting, risk management, and coordination with internal and external stakeholders, including auditors, donors, and government entities.

1. Financial Strategy & Planning

  • Lead the preparation and consolidation of VDO’s annual organizational and project budgets.
  • Monitor budget implementation, ensuring alignment with approved plans and donor agreements.
  • Advise senior management on financial strategies and resource allocation.
  • Manage the shared cost allocation system and ensure accurate tracking.

2. Financial Management & Compliance

  • Ensure proper financial controls are in place across HQ and provincial offices.
  • Maintain compliance with VDO’s Financial Policy, Procurement Policy, HR Policy, and donor requirements.
  • Oversee cash management, including monthly cash requests, advance clearances, and cash flow forecasting.
  • Ensure timely processing of payments, including payroll, procurement, and program activities.

3. Accounting & Reporting

  • Supervise accurate and timely recording of all transactions in the accounting system.
  • Review and approve monthly bank reconciliations and ledger reports.
  • Prepare and submit financial reports to donors, VDO management, and regulatory authorities.
  • Lead the preparation of semi-annual and annual reports to the Ministry of Economy.

4. Audit & Risk Management

  • Coordinate internal and external audits, ensuring timely availability of required documents.
  • Respond to audit queries and implement recommendations.
  • Identify and mitigate financial risks, including fraud prevention measures.

5. Capacity Building & Supervision

  • Supervise, mentor, and build capacity of the finance team at HQ and provincial offices.
  • Ensure regular financial training for relevant staff.
  • Promote a culture of accountability and transparency.

6. Liaison & Representation

  • Represent VDO’s finance function in meetings with donors, government agencies, and partners.
  • Maintain positive working relationships with banks, auditors, and government authorities, including the Ministry of Economy and the Ministry of Finance.

Job Requirements:

  • Bachelor’s degree in Finance, Accounting, Business Administration, or related field (Master’s preferred).
  • Professional certification (ACCA, CPA, CA) is an asset.
  • Minimum 7 years of progressive financial management experience, including at least 3 years in a managerial role within NGOs or donor-funded projects.
  • In-depth knowledge of Afghan tax laws, labor law, and NGO financial regulations.
  • Strong understanding of donor compliance requirements (UN agencies, INGOs, bilateral donors).
  • Proficiency in accounting software (QuickBooks, SunSystems, or similar) and MS Excel.

  • Timely and accurate processing of all financial transactions.
  • Budget variance kept within acceptable thresholds.
  • Staff capacity in finance function improved annually.
