Dedicated Women Social Services Organization (DWSSO) is a pioneering, women-led national non-governmental organization (NGO) headquartered in Daikundi Province, Afghanistan, with a mission to empower women, strengthen community resilience, and alleviate poverty. Job Descriptions:

Purpose of the Position:

The Provincial Manager will provide strategic leadership and overall direction for all programmatic and operational activities within Bamian Province, ensuring that all initiatives align with the organization’s mission, vision, and strategic objectives. The role entails overseeing the efficient management of human, financial, and material resources at the provincial level, guaranteeing that programs are implemented in accordance with approved plans, allocated budgets, and established timelines. The Provincial Manager will strengthen coordination and communication between the provincial office and the head office, fostering a culture of collaboration and accountability. Furthermore, the position will focus on building and maintaining strong partnerships with government agencies, civil society organizations, community-based groups, and donors to enhance the impact, visibility, and sustainability of the organization’s programs.

Key Responsibilities:

  • Lead the planning, execution, monitoring, and reporting of all projects in Bamian Province.
  • Develop detailed work plans, budgets, and implementation schedules in coordination with the head office.
  • Monitor progress against project indicators, ensuring quality and timely delivery of outputs.
  • Identify challenges, risks, and bottlenecks in implementation and recommend corrective actions.
  • Ensure that all project activities comply with donor guidelines, organizational policies, and relevant laws/regulations.
  • Supervise and mentor provincial staff, ensuring clear roles, responsibilities, and performance objectives.
  • Conduct regular staff performance evaluations and provide feedback for improvement.
  • Organize training and capacity-building sessions to enhance staff skills and knowledge.
  • Foster a positive and inclusive working environment, promoting teamwork and respect.
  • Oversee the provincial office budget, ensuring expenditures are in line with approved budgets.
  • Authorize payments and procurement requests within delegated authority limits.
  • Ensure proper documentation, accounting, and financial reporting for provincial activities.
  • Safeguard the organization’s assets, including equipment, vehicles, and facilities.
  • Represent the organization at provincial-level coordination meetings, workshops, and events.
  • Maintain strong working relationships with provincial authorities, community leaders, and partners.
  • Facilitate regular communication between the provincial office and the head office.
  • Advocate for the organization’s mission, values, and programs at the local level.
  • Ensure accurate data collection, analysis, and reporting for all projects.
  • Prepare monthly, quarterly, and annual progress reports for submission to the head office.
  • Conduct regular field visits to monitor project activities and engage with beneficiaries.
  • Document lessons learned and best practices to improve program effectiveness.

Job Requirements:

Qualifications and Experience:

  • Master’s or Bachelor’s degree in Management, Development Studies, or relevant field.
  • At least 5 years of proven management experience in development or humanitarian programs, preferably in provincial or field-level leadership roles.
  •  Experience in project planning, implementation, monitoring, and evaluation.
  • Proven ability to manage budgets, human resources, and logistical operations.
  • Strong experience in liaising with government bodies, donors, NGOs, and community stakeholders.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook).
  • Strong report-writing skills in English and one of the national languages (Dari or Pashto).
  •  Knowledge of project cycle management, donor compliance, and monitoring tools.
