Job Descriptions:

MAIN RESPONSIBILITIES:

The Logistic Program Assistant will:

  • Participate in the implementation of procurement and logistics activities, in accordance with MdM standards, protocols and procedures on mission level.
  • Participate in the implementation of logistics activities (stock management, fleet, IT and other related tasks) related to MdM operations in accordance with MdM procedures.
  • Participate in the timely and efficiency of the furniture of all program’s needs, including fleet, assets, IT, and stock.

ROLES:

  1. Procurement
  • Contribute to the program supply related activities upon request and support the supply unit depending on the workload.
  • Participate in the follow up on procurement activities following the logistic department needs.
  • Contribute to the archiving of program procurement documentations both soft and hard copies.
  • Participate in the establishment for BoQs for purchases involving rehabilitation and construction works for program activities and operations.
  1. Delivery follow Up / Stock management.
  • Contribute to completion of procurement folders by ensuring that it has been followed by delivery documents (waybills, packing list and delivery notes).
  • Ensure each IN/OUT of goods and materials from stock/WH are documented by Waybills, stock request, stock IN/OUT and recorded in Stock Card and signed by requesters prior delivery.
  • Contribute to the organization of the transport of program by appropriate and timely means of transport depending on the constraints on the ground (land, air, sea, rail, inland waterway): communication with forwarding agents.
  • Participate in the follow up of office and guest house consumable and prepare monthly MR in accordance with the logistic and finance coordination.
  1. Transport / Fleet.
  • Participate in the supervision of the transport of people to the mission: monitor the vehicle fleet, participate in the establishment.
  • Participate in all maintenances for vehicles, generators by ensuring that they are on time based on best procedures.
  • Participate in the standard filling system for MdM motorized assets including soft and hard copies
  • Ensure all cars are equipped with first aid kits, fire extinguishers, spare tire and emergency toolbox.
  • Ensure there is sufficient fuel stock for office generator and maintain the stock when needed.
  • Participate in the vehicle movement schedule plan table.
  1. Asset Follow Up / IT support.
  • Participate in MdM assets registration and codification process, ensuring the guidelines are in place with numbering (refer to MdM Log Manual for details) in particular program assets.
  • Ensure that asset is given to users, after completion of “Asset Reception Form”.
  • Make sure MdM assets are all in good condition (Motorized assets, office assets, projects tools, office/guest house assets/items. etc.).
  • Ensure that e-mail, and IT equipment are functioning properly for program operations.
  • Provide monthly asset report and share with the Head of Logistic Department.
  • Maintain any assets which require repair on time and or if not feasible, register under “Out of Order” asset list with the approval of the coordination.
  1. Premises management.
  • Ensure the regular follow up of guest house and offices running by trouble shooting issues or malfunctions.
  • Ensure the follow up of payment related to guest house and offices charges (water, electricity, internet, rent).
  • Contributing to program facilities (HF, CHC) visit and follow any required maintenance or rehabilitations.
  1. General / Reporting
  • Participate to the logistics reporting mechanism and share reports in due time for the logistic manager or head of logistic to review it.
  • Commit to the humanitarian principles of strict humanity, neutrality, impartiality, and independence.
  • Maintain the confidentiality of internal MdM materials, procedures, and information and only disclose such with the written approval of management.
  • Respect time including to work, meetings, deadlines, and other reasonable requests.
  • Maintain a good team spirit amongst staff and colleagues.
  • Commit to honest, high-quality work in all aspects of responsibilities.
  • Undertake any other tasks as reasonably assigned by supervisors.
  1. Performance Indicators
  • Monthly reports are accurate and reported on time.
  • Assets and other properties are functioning and maintain on time.
  • Fleet management and availability for MdM operations and project implementation.
  • Stock/Warehouse functioning without any major issues.
  • Issues solved in the guest house and offices with no or minimum delays.

Job Requirements:

  • Education: Bachelor’s degree in management/ supply chain/ or a technical diploma in mechanical/electrical sciences or relevant area
  • Experience: Two years’ work experience minimum in similar position
  • Language: Excellent communication skills (oral & written) in Dari / Pasto / English 
  • Computer skills: MS Office (especially Excel) – knowledge of Logistics management software

Competencies: Ability to understand and apply the basic log procedures, like purchasing, supplier evaluation, stock management, inventory management, fleet management, and asset management;
