Aga Khan Health Services (AKHS) is one of the most comprehensive private, not‐for‐profit health care systems in the developing world with community health programs in large geographical areas in Central and South Asia, as well as in East Africa.

The Aga Khan Health Services, Afghanistan (AKHS, A) was established in 2003 as part of the Aga Khan Development Network (AKDN). AKHS, A provides health care services mainly on behalf of the government including the Ministry of Public Health’s of Afghanistan’s Basic Package of Health Services (BPHS) and Essential Package of Hospital Services (EPHS). AKHS, A is unique both in scale and scope, delivering critical health services along the continuum of care, from Community Health Workers (CHWs) to ISO certified hospital facilities.

AKHS, A is currently implementing healthcare services in Bamyan, Baghlan, Badakhshan, Kabul and Takhar provinces. The agency’s scope of work includes the provision of primary and secondary healthcare, preventive and curative medical care, Nursing and Midwifery education, Human Resources Development and Hospital Management. As BPHS and EPHS implementer, AKHS, A provides technical support as well as capacity building of health personnel, immunization services, nutrition trainings and the training of Community Health Nurses and Community Health Midwives.

AKHS, A draws on internal and other donor fundings to continue supplementary and complementary support to the national health system. Moreover, AKHS, A has introduced innovations, including, expansions of e-Health services, e-learning initiatives, and cross border arrangements. To promote healthy environment, AKHS, A is also implementing net zero and greenhouse gas emission initiatives.

Job Descriptions:

The Security Operations Officer is responsible for the day-to-day operational implementation of AKHS’s security policies, plans, and procedures. Working under the direction of the National Security Coordinator, the officer will oversee the deployment and performance of facility guards, manage the physical and procedural security of AKHS facilities, and ensure the safe transportation and movement of personnel and assets.

  • Ensure implementation of AKHS security policies, plans and procedures at the operational level, under the direction of the National Security Coordinator (NSC).
  • Monitor adherence to AKHS security management systems, including SOPs and contingency protocols.
  • Assist the NSC in agency preparedness, security risk assessments, and development of mitigation measures.
  • Conduct regular security inspections and assessments of agency facilities.
  • Participate in incident response planning and emergency management efforts, as directed by the NSC.
  • Supervise and coordinate the activities of security personnel, including guards at all relevant sites, aligned to national and regional reporting lines.
  • Ensure proper functioning and compliance with physical security infrastructure (e.g., access control, lighting, CCTV).
  • Support the planning and safe execution of movement activities, including national, expatriate, visitors, and contractors, as appropriate.
  • Maintain close communication with the National Security Coordinator and contribute to the overall security strategy.
  • Support the orientation and capacity building of security personnel, drivers, and agency staff on security-related matters.
  • Maintain updated records and reports on security incidents, guard performance, and facility conditions.
  • Actively participate in the annual security audit process, inter agency security coordination meetings, and engagements with relevant external stakeholders (under NSC guidance).
  • Deputise for the NSC during periods of leave, sickness, or absence from post (regional travel) etc.

 

Job Requirements:

  • Minimum of 5 years of experience in security operations, preferably in an NGO, UN, or private sector environment, with 2 years in a supervisory position.
  • Proven experience in managing security personnel, facilities, and vehicle movements.
  • Strong understanding of risk management processes including assessments, security planning, reporting, crisis management, and Duty of Care concepts.
  • Certifications and professional training in security risk management disciplines are an added advantage.
  • Sound knowledge of country and regional security dynamics.
  • IT literate across MS office applications. 
  • Experience in training delivery.  
  • Good communication skills, at all levels.
  • Strong reporting writing skills, in English.
  • High level of professionalism, integrity, and discretion.

Other Requirements:

  • Commit to undertake capacity building security and safety training courses as stipulated by the AKDN Department of International Security (DIS) and AKHS management.
  • Ability to travel to regional field locations as required.
  • Availability outside normal working hours in the event of emergencies or security alerts.
