Job Descriptions:

Purpose of the Position

The Grants and Compliance Coordinator will be responsible for identifying funding opportunities, coordinating the development of proposals and concept notes, and ensuring that VDO remains compliant with donor regulations and internal policies. The position will play a critical role in facilitating donor outreach, registration on funding platforms, and managing donor due diligence documentation.

Key Responsibilities

A. Grants Management and Development

  • Track, identify, and analyze donor calls for proposals, concepts, and expressions of interest relevant to VDO’s thematic areas.
  • Coordinate the timely development and submission of high-quality concept notes and proposals in collaboration with program and finance teams.
  • Support the creation of proposal development timelines, and ensure adherence to deadlines.
  • Maintain an updated grant tracker and calendar of donor opportunities.
  • Ensure consistency in proposal language and alignment with VDO’s mission, values, and strategic priorities.

B. Donor Compliance and Due Diligence

  • Review donor regulations and ensure full compliance across project design and implementation phases.
  • Prepare, maintain, and regularly update due diligence documentation packages for donors, including legal registration, policies, organizational structure, financial records, and audit reports.
  • Support project and finance teams in understanding donor compliance requirements and integrate them into project planning and implementation.
  • Monitor grant agreements and reporting obligations, flagging potential risks or issues with reporting deadlines, budget revisions, or compliance gaps.

C. Donor and Partner Outreach

  • Register VDO on relevant donor and partner portals (e.g., UNGM, Grants.gov, ReliefWeb, Devex, etc.) and ensure profiles are updated regularly.
  • Develop and maintain a donor contact database and contribute to relationship-building efforts with donors, UN agencies, INGOs, and funding platforms.
  • Support strategic communication efforts, including sharing success stories, capability statements, and organizational briefs to potential donors.

D. Internal Coordination and Capacity Building

  • Work closely with program, MEAL, and finance departments to align proposals with technical strategies, budget frameworks, and monitoring plans.
  • Build internal capacity through training and mentoring of program staff on proposal writing, donor guidelines, and compliance protocols.
  • Facilitate learning and documentation from proposal processes, including success and rejection analyses.

Job Requirements:

  • Bachelor’s degree in Development Studies, International Relations, Business Administration, or related field (Master’s degree preferred).
  • At least 3 years of relevant experience in grants management, proposal development, donor compliance, or institutional fundraising in NGOs or development agencies.
  • Proven experience writing successful proposals for donors such as UN agencies, USAID, EU, DFID, or foundations.
  • Strong understanding of donor regulations and compliance requirements.
  • Excellent English writing and communication skills; fluency in Dari and/or Pashto is a strong asset.
  • Demonstrated ability to coordinate across departments and manage multiple deadlines.
  • Proficiency in Microsoft Office Suite and online grant platforms (e.g., UNGM, Grants.gov).

  • Compliance review reports shared quarterly with program and senior management teams
