About Kandahar Refugee Organization:

Kandahar Refugee Organization (KRO) is a national level, non-political, non-profitable, non-governmental organization working for humanitarian and rehabilitation roots in Afghanistan. Further, KRO is an Afghan organization that is committed to the development of the local economy and building local capacity for sustainable development. Thus, we have an established specialized network in many provinces of the country in order to design, implement related activities in the field of food security, research, capacity building, disaster management, and placement.

Job Descriptions:

  • Lead the launch of new projects, making sure implementation plans are clear and teams are well-prepared.
  • Oversee daily operations of ongoing projects and give regular support and feedback to project managers.
  • Help solve field-level challenges and keep projects on track in terms of timelines and quality.
  • Work closely with logistics, finance, and M&E teams to ensure smooth and coordinated project delivery.
  • Design engineering components (Check dams, Culverts, Retaining walls, Terraces, Watershed management structures and other small-scale community infrastructures).
  • Support the development of project proposals by contributing to the technical sections and ensuring they meet donor standards.
  • Collaborate with M&E teams to ensure strong monitoring systems are in place.
  • Track project progress, identify challenges, and help coordinate quick solutions.
  • Support donor reporting by gathering accurate and quality data and reviewing technical content.
  • Regularly communicate with donor agencies.
  • Take part in regular project reviews and evaluations.
  • Serve as a technical advisor to the Regional Director on program-related matters.
  • Represent the organization in coordination or cluster meetings when needed.
  • Help strengthen the skills of project teams through mentoring and hands-on support.
  • Ensure all programs follow organizational standards and donor requirements.

Job Requirements:

Education

  • A bachelor’s degree in Civil Engineering, Water Resource Management, or a related technical field is required.
  • A master’s degree is preferred and would be a strong advantage.

Experience

  • At least 7 years of relevant experience in program management and technical design within humanitarian or development contexts.
  • Hands-on experience in designing and implementing infrastructure like check dams, culverts, and watershed systems.
  • Proven track record in managing projects across multiple sectors and locations.
  • Solid experience in proposal development, technical writing, and engaging with donors.

Skills and Competencies

  • Strong leadership and coordination skills, with a proactive approach to problem-solving.
  • Good understanding of the full project cycle, from design to implementation and reporting.
  • Familiarity with donor regulations and reporting standards, including UN agencies and AHF.
  • Skilled in technical design software such as AutoCAD and GIS.
  • Excellent communication skills in English, Pashto and Dari.
  • Willingness and ability to travel regularly to field sites, including remote or hard-to-reach areas.
