War Child Canada began working in Afghanistan in 2001 by supporting the reintegration of Afghan refugees returning from Pakistan. It formally launched in-country programming in 2009 and has since developed a strong portfolio across multiple sectors, including protection with a focus on child protection, MHPSS, education, livelihoods, and access to justice. These programs address critical protection concerns affecting children and youths and promote community-based protection and support mechanisms. Following August 2021, the Afghanistan Country Office sustained and adapted its programming to prioritize lifesaving and humanitarian interventions. These include the delivery of MHPSS and essential health services, and livelihoods support interventions while maintaining a focus on long-term development and recovery. The country program continues to bridge humanitarian and development needs through integrated, community-based solutions.

Currently, War Child Canada supports women, girls, boys, men, and persons with disabilities in the provinces of Kabul, Kandahar, Nangarhar, Laghman, Bamiyan, Balkh, Samangan, Sar-e-Pul, Kunduz, and Baghlan through its health, education, protection, including child protection, youth empowerment, economic development, and emergency response programming. The Afghanistan program is enhancing its focus on market-oriented and community-led interventions. These include vocational training and entrepreneurship support, particularly for youth, to promote self-reliance and sustainable livelihoods. A key component of the program strategy involves capacity building for local organizations and strengthening community-based protection and support approaches. This includes promoting local leadership in service delivery and creating platforms for inclusive, participatory engagement. In a complex setting with evolving needs and limited resources, War Child Canada remains committed to responsive, adaptive, and context-driven programming that supports recovery, dignity, and resilience for conflict-affected populations in Afghanistan.

 

Job Descriptions:

The Senior Access and Liaison Officer is responsible for supporting the continuity and effectiveness of program operations by conducting regular access assessments, maintaining up-to-date operational plans, and fostering strong relationships with relevant local authorities, community representatives, and coordination networks. The role involves facilitating clear communication between field teams and external stakeholders, monitoring contextual developments, and providing timely updates to inform decision-making. In addition, the Senior Access and Liaison Officer will support operational readiness by coordinating briefings, training, and practical measures that enable staff to operate effectively and in line with organizational procedures.

Responsibilities

  • Conduct regular access and operational environment assessments across program areas, identifying potential constraints and recommending practical measures to facilitate activities.
  • Review and update access and operational plans for the country and field offices, ensuring they remain relevant to the evolving context.
  • Ensure staff are informed of organizational protocols and guidelines related to field movement, community engagement, and operational procedures.
  • Organize and facilitate regular briefings, orientation sessions, and capacity-building activities for staff and visitors on access, operational environment, and stakeholder engagement.
  • Monitor developments in the operational environment and produce timely reports and updates for management, including relevant incident or context changes.
  • Maintain and manage essential operational tools and resources such as contact lists, area maps, and field movement tracking systems.
  • Act as the primary liaison with local authorities, community leaders, and relevant coordination bodies to strengthen communication and build trust.
  • Support field teams in establishing and maintaining positive relationships with stakeholders to enable smooth program delivery.
  • Participate in coordination forums and networks to exchange information and strengthen collaboration in the operational areas
  • Perform any other relevant tasks assigned by the supervisor/ line manager.

 

Job Requirements:

Qualifications

Experience & Knowledge

  • Bachelor’s degree in international relations, Political Science, or a related field. Additional training or certifications in risk management is a plus.
  • Minimum 3-5 years of experience in safety and risk management, including experience in an NGO, humanitarian, or development context.
  • Strong knowledge of safety management principles, including access and risk assessment, emergency response, and crisis management.
  • Proficient in safety equipment, tools, and technologies.

  • Strong strategic thinking and problem-solving abilities, with a proven ability to adapt to changing contexts and challenges.
