Job Descriptions:

Helping Hands for Women Organization is implementing the WADA joint programme in Badakhshan to promote women's economic empowerment and entrepreneurship through the establishment and operationalization of WADA Business Center, business cluster support, and strengthened access to finance and markets. The Executive Officer will oversee the daily functioning, coordination, and strategic development of the WADA Center, ensuring effective implementation, stakeholder engagement, and sustainability.

The WADA Executive Officer is responsible for the strategic and operational management of the WADA Business Center. This includes oversight of governance structures, supervision of committee performance, coordination of capacity-building initiatives, execution of business support activities, facilitation of partnerships, and ensuring sustainability strategies are developed and implemented.

Key Responsibilities

Governance and Committee Oversight

  • Facilitate the development and implementation of the governance framework (ToRs, SOPs).
  • Support transparent formation and election of Executive, Management, Finance, and Marketing Committees.
  • Define and enforce committee membership criteria and roles.
  • Support the creation and implementation of action plans for each committee.
  • Ensure consistent committee meeting schedules, track decisions, and follow up on implementation.
  • Create and manage communication platforms (e.g., WhatsApp) for committee coordination.

Capacity Building and Mentorship

  • Coordinate with training experts to design and deliver capacity-building sessions for committee members and entrepreneurs.
  • Facilitate mentorship and coaching initiatives.
  • Conduct and analyze pre- and post-assessments to measure training effectiveness.
  • Collect feedback for continuous learning and quality improvement.

Enterprise Support and Cluster Coaching

  • Oversee enterprise coaching programs across 6 identified clusters.
  • Coordinate with sector-specific technical experts to conduct 10 on-site coaching sessions.
  • Ensure feedback collection and documentation of coaching impact.
  • Facilitate branding, packaging, and storytelling training sessions.

Infrastructure and Procurement Oversight

  • Coordinate asset and equipment needs assessment for 28 women-run shops and the WADA training facility & management rooms.
  • Oversee the procurement and installation of equipment and furnishings.
  • Verify specifications and quality during delivery and installation.
  • Submit timely and comprehensive procurement and installation reports.

Market Linkages and Financial Access

  • Support the Marketing Committee in developing annual marketing plans and launching campaigns.
  • Facilitate linkages with local and national media, e-commerce, and promotional platforms.
  • Support the formation and functioning of 5 savings groups, including training on group governance and fund management.
  • Collaborate with the Access to Finance (A2F) team to establish partnerships with microfinance and Islamic banking institutions.
  • Facilitate linkage workshops and credit readiness sessions for women entrepreneurs.

Sustainability and Exit Strategy

  • Support the development of a phased sustainability plan for the WADA Center.
  • Contribute to the creation of a financial strategy outlining revenue generation and risk mitigation approaches.
  • Institutionalize long-term SOPs for center and financial management, and market access.
  • Assist in developing a final exit and handover strategy, ensuring community ownership.

Monitoring, Evaluation, and Reporting

  • Support need assessments, routine monitoring, and data collection.
  • Work closely with the M&E unit to ensure quarterly reporting and end-line evaluations.
  • Coordinate with UN-Women and donor representatives for ad hoc evaluations.
  • Ensure regular reporting to HHWO leadership and donor entities.

Job Requirements:

Education:

  • Bachelor’s degree in Business Administration, Economics, Development Studies, or related fields. Master’s degree is an asset.

Experience:

  • At least 5 years of proven experience in project coordination, women’s economic empowerment, SME development, or business support programs.
  • Demonstrated experience in community governance, capacity building, and stakeholder engagement.
  • Prior experience with market linkages and microfinance is desirable.

Skills and Competencies:

  • Strong management, facilitation, and interpersonal skills.
  • Ability to build and maintain relationships with diverse stakeholders.
  • Excellent organizational and time management skills.
  • Proficient in Microsoft Office and familiar with basic digital communication tools.
  • Strong written and verbal communication in Farsi-Dari and English.

Languages: Written and spoken fluency in English and Farsi-Dari.
