Job Descriptions:

CHILD SAFEGUARDING:

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The Pharmacy officer will be responsible for supporting field teams (including MHTs/Static HFs) on the safe and appropriate storage and dispensing of medicines through regular travel to the field. This may come through training, observations, and the development of Province-specific operating procedures. In addition, s/he will be responsible for maintaining an overview of Save the Children’s emergency pharmaceutical buffer stock and will ensure that it is appropriately dispatched and replenished using donor funds. Where appropriate, s/he may be requested to advise on medical cases treatment prescription. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly, including deployment. This role is expected to spend up to 50% of their time traveling and supporting Provinces and MHTs, Static Health Facilities, Therapeutic Feeding Units, and/or any health facility supported by SCI.

Role Dimensions: Field-level Project Coordinators, Supply Chain, Programme Operations

KEY AREAS OF ACCOUNTABILITY:

CO and Field Level Pharmaceutical Support

  • Review all provincial consumption reports, analyse them & give a detailed and consolidated report for every project by the 10th of each month to make sure that the consumption reports are submitted to the field office and CO, and report it to the Pharmacy Coordinator.
  • Consolidate the consumption of pharmaceuticals and generate reports of each field office by project.
  • Works in close association with the supply chain to ensure that Save the Children’s global standard operating procedures about medical warehousing are followed through training, guidance, and coaching on PSS and CSS to project staff, warehousing staff, and field teams.
  • Supports the pharmacy coordinator in doing quantification for the current and new grants based on the consumption and morbidity methods.
  • Works closely with the CO supply chain team in raising the Pharmaceuticals PRs for the existing and new coming grants and follows up and tracks each project procurement pipeline in the system.
  • Provide on-the-job training to pharmacy assistants, warehouse assistants, and pharmacy dispensers on pharmaceutical items management, warehousing whenever needed, and orients the clinical staff on good pharmaceutical practices.
  • Support the quality monitoring of field-level activities through regular contact (with field monitoring reports written that contain constructive feedback), especially on prescription audits & Pharmacy standard score card.
  • Provide supportive supervision to warehouses at the provincial & district level to ensure that the warehouses are according to the GDP compliance, where stock arrangements, categorization, and labelling are done as per SCI standards.
  • Pharmacy Assistants to conduct drug use evaluation at the health level, share the feedback with the H&N Coordinator follow up on action points.
  • Participate in the monthly rational prescription audits, monthly PSS tool with the multidisciplinary team, nurses, doctors & H&N managers, and follow up action plans from findings.
  • Mentor & provide coaching to pharmacy assistants/Dispensers on key pharmacy services standards required to improve good dispensing practices.
  • Any other relevant roles & duties that might be allocated based on pharmacy activities by your line manager (Pharmacy Coordinator).

Management and Growth of Pharmaceutical Buffer Stock

  • Be responsible for the overall management of Save the Children’s pharmaceutical buffer stock.
  • Ensure that the pharmacy standards are respected at the CO warehouse, provincial warehouses & whole distribution cycle to the end user unit.
  • Ensure pharmacovigilance, including the immediate report of any problem with the quality of a drug, AEFIs, in accordance with SCI & Afghanistan procedures.
  • Ensure that technical support is provided to the warehouse officer in checking up on medical equipment to ensure product quality, especially upon reception of medical supplies at the warehouse and in the MHTs and Fixed Health Facilities.
  • Preparation of a distribution plan for the pharmaceuticals, medical consumables, and medical equipment based on the actual needs of the provinces.
  • Ensure a collaborative approach between the pharmacy assistant with Supply Chain to dispatch medicines when new projects are launched, based on the needs of the project. After this is done, then will lead to replenishing these items through newly secured donor funds to ensure that the buffer is maintained.

Job Requirements:

QUALIFICATIONS 

Graduated from a recognized Pharmacy Faculty/Institute and Medicine Faculty (MD)

EXPERIENCE AND SKILLS

Essential

  • Fluency in Dari and/or Pashto
  • Competent in the use of Microsoft Office, Word, PowerPoint, and Excel
  • 4 years of experience in pharmacy.
  • Understanding of common medical warehousing standards
  • Experience in capacity development and delivery of training
  • Ability and willingness to travel to provinces.
  • Flexibility & adaptability.
  • Self-starter with positive attitude.
  • Can work under pressure with minimal supervision.
  • Analytical skills & ability to make decisions at the Field level.

  • Intermediate skills in English
  • Previous experience in NGOs, UN agencies, and/or donors
