Job Descriptions:

Purpose of the Position:

To provide overall leadership and strategic oversight for the successful implementation of the solar-powered greenhouse project. The Project Manager ensures all activities are aligned with DWSSO and UN Women’s goals, manages resources efficiently, coordinates with stakeholders, and guarantees timely delivery of quality outputs while maintaining compliance with donor and organizational standards.

 

Key Responsibilities:

  • Lead the overall planning, implementation, and monitoring of project activities to ensure effective and timely delivery of project outputs in alignment with donor requirements and DWSSO’s operational standards.
  • Supervise and manage project staff, including field teams and technical experts, ensuring clear work plans, performance monitoring, and capacity building where required.
  • Oversee the effective implementation of agricultural and livelihood interventions, including climate-smart agriculture, greenhouse operations, vocational training, and market linkages.
  • Develop and maintain strong coordination with relevant government departments, community stakeholders, UN agencies, and cluster systems to ensure synergy and avoid duplication.
  • Ensure project activities are implemented with a strong focus on gender mainstreaming, safeguarding, and Do No Harm principles.
  • Prepare and submit high-quality progress reports, case studies, and success stories to the Program Director and donor agencies within the agreed timelines.
  • Lead project budget management, ensuring efficient and transparent use of resources while complying with financial and procurement policies.
  • Oversee and support the monitoring, evaluation, accountability, and learning (MEAL) activities to ensure the collection and analysis of high-quality data for reporting and adaptive management.
  • identify project risks, challenges, and mitigation strategies, ensuring operational continuity in conflict-affected areas.
  • Ensure compliance with security protocols and contribute to updating the project’s security and contingency plans as required.
  • Represent DWSSO in relevant external meetings, clusters, and working groups, advocating for the organization’s objectives and building strategic partnerships.

Job Requirements:

Qualifications and Experience:

  • Bachelor’s degree (Master’s preferred) in Agriculture, Rural Development, Project Management, or a related field.
  • Minimum of 10 years of experience in managing multi-sectoral livelihood and agricultural projects in Afghanistan, particularly in conflict-affected areas.
  • Proven experience in managing large-scale donor-funded projects (e.g., UN, USAID, EU) with demonstrated capacity to meet deadlines and quality standards.
  • Experience in team leadership, capacity building, and staff supervision.
  • Strong understanding of gender mainstreaming, safeguarding, and protection issues in project implementation.
  • Proficiency in project cycle management, reporting, budget management, and monitoring and evaluation.
  • Excellent communication and negotiation skills in English; Dari and Pashto proficiency is a strong advantage.
  • Good knowledge of humanitarian and development coordination structures in Afghanistan.
