Job Descriptions:

AWEC is looking for a Consultant Impact Evaluation (Healthcare Facilities) to conduct WASH Monitoring and Review Sessions in Healthcare Facilities of Hesarak, Nazian and Shinwari districts of Nangrahar province under a short-term consultancy assignment.

As part of the DAWAM project’s efforts to strengthen service delivery at the health facility level, training sessions were conducted across nine Health Care Facility Centers (HCFs) in three districts of Nangarhar Province. The sessions aimed to enhance the capacity of healthcare professionals in key areas including hygiene, waste management, infection prevention and control (IPC), the functioning of IPC committees, patient care, and the appropriate use and distribution of Menstrual Hygiene Management (MHM) kits.

This Consultant aims to conduct monitoring and review sessions in targeted HCFs to evaluate the implementation of WASH practices and provide technical guidance for improvement.

Objectives:

To assess the impact of the training sessions on knowledge, attitudes, and practices of the trained health professionals.

To evaluate the extent to which the training objectives were achieved.

To identify changes or improvements in service delivery, hygiene practices, waste management, patient care, and IPC protocols at the facility level.

To collect feedback on the effectiveness of the training materials, delivery methods, and trainers.

Deliverables:

Inception report with methodology and tools – within 1 week of contract signing.

Field data collection and analysis report.

Draft evaluation report for review.

Final evaluation report including (Executive summary, Key findings and analysis, Lessons learned, Recommendations, Annexes).

Presentation of findings to the project team.

Timeline: 15 working days.

Assignment Breakdown:

Review training materials, attendance records, and baseline data (which will be provided).

Design appropriate evaluation tools (e.g., surveys, KAP questionnaires, observation checklists, focus group guides).

Conduct field visits to a sample of the trained HCFs.

Interview trained staff and key stakeholders (e.g., facility heads, trainers, program staff).

Assess behavioral and procedural changes post-training.

Provide actionable recommendations for future training and support initiatives.

Submit a detail report with AWEC based on their finding, observation & recommendation.

Job Requirements:

Education and Experience:

A minimum of bachelor’s degree in Statistics, Business Administration, Monitoring, Public health, Environmental health.

A minimum of 4 years’ experience in M&E, with a focus on impact evaluation and experience in WASH as an added advantage.

Knowledge and Skills:

Knowledge of hygiene, IPC, MHM, and health facility management.

Strong analytical and report writing skills.

Familiarity with the Afghan health system and local context preferred.

Excellent communication skills in English; Pashto/Dari an advantage.
