About AKHS-A (Aga Khan Health Service-Afghanistan):

Aga Khan Health Services (AKHS) is one of the most comprehensive private, not‐for‐profit health care systems in the developing world with community health programs in large geographical areas in Central and South Asia, as well as in East Africa.

The Aga Khan Health Services, Afghanistan (AKHS, A) was established in 2003 as part of the Aga Khan Development Network (AKDN). AKHS, A provides health care services mainly on behalf of the government including the Ministry of Public Health’s of Afghanistan’s Basic Package of Health Services (BPHS) and Essential Package of Hospital Services (EPHS). AKHS, A is unique both in scale and scope, delivering critical health services along the continuum of care, from Community Health Workers (CHWs) to ISO certified hospital facilities.

AKHS, A is currently implementing healthcare services in Bamyan, Baghlan, Badakhshan, Kabul and Takhar provinces. The agency’s scope of work includes the provision of primary and secondary healthcare, preventive and curative medical care, Nursing and Midwifery education, Human Resources Development and Hospital Management. As BPHS and EPHS implementer, AKHS, A provides technical support as well as capacity building of health personnel, immunization services, nutrition trainings and the training of Community Health Nurses and Community Health Midwives.

AKHS, A draws on internal and other donor fundings to continue supplementary and complementary support to the national health system. Moreover, AKHS, A has introduced innovations, including, expansions of e-Health services, e-learning initiatives, and cross border arrangements. To promote healthy environment, AKHS, A is also implementing net zero and greenhouse gas emission initiatives.

Job Descriptions:

 

  • Provide strategic planning support for all supply chain activities that helps in the smooth running of the overall operations of AKHS.
  • Plan, coordinate and direct activities of a coordinated supply support system involved in the evaluation and management for acquisition, receiving, logistics, distribution, warehousing and accounting of medical, surgical and other supplies and equipment across AKHS Afghanistan (including Regions where AKHS operates).
  • Plan, coordinate and support all purchasing activities
  • Identify cost effective systems needed to support the business taking into account market trends, resource availability and changes in customers’ needs.
  • Develop and implement integrated methods and system for improving operational efficiency and controlling inventories.
  • Contribute to and participate in AKDN Group Purchasing Programs (for Afghanistan)
  • Plan, prepare and ensure appropriate stocktaking exercises are carried out on a timely basis
  • Coordinate the consolidation, evaluation and standardization of the requirements from different users in a successful and effective manner
  • Ensure compliance of quality management system of materials management division, local and international quality standards.
  • Develop and promote a customer-focused orientation toward materials management; promote a collaborative culture between Materials Management, Nursing, Medical, and ancillary departments.
  • Ensure timeliness and accuracy of reporting to the internal and external stakeholders including management, donors, government, project partners and Head Office.
  • Identify, assess, and monitor corporate and business risks and put necessary interventions in place to manage those risks. 
  • Work collaboratively with the Safeguarding Committee when requested.
  • Assist CEO to foster, cultivate and manage strategic relationships with the key strategic partners including donors, government, and project partners etc
  • Attract and maintain an effective national Supply Chain and Procurement team by providing appropriate guidance, professional development opportunities and access to resources.

Job Requirements:

Eduacation: Master’s preferably in Supply Chain Management.

Experiance: Five to seven years of senior level experience in a Supply Chain and Procurement position

Experience in a multicultural / international environment would be an advantage.

Master’s preferably in Supply Chain Management

Skills:

•    Understanding of regulatory issues, and certification requirements for medicine procurement

•    A strong knowledge base of or an ability to learn quickly about the activities of AKHS and AKDN in health.

•    Strong stakeholder management skills, and a demonstration of building sustainable trusting partnerships with internal and external stakeholders and networks.

•    An entrepreneurial self-starter with a high level of initiative and motivation and a strong work ethic.

•    Well-developed management skills including problem solving, negotiation and coordination skills and with the ability to apply knowledge and analysis creatively to the resolution of practical problems.

•    Exceptional interpersonal, consultation and communication skills, orally and in writing.

•    Consultative and collaborative, engaging effectively and co-creating innovative solutions with key stakeholders.

•    Results-oriented and deadline-driven with demonstrated organization skills and the ability to multi-task and assume changing responsibilities.

•    Demonstrable expertise in navigating effectively through ambiguity and constant change.

•    Demonstration of strong flexibility, adaptability, and perseverance, especially during challenging periods.
