In 1992 HealthNet TPO was established by ‘Doctors without Borders’ to bridge the gap between emergency aid and structural development. The organization is now the result of a merger between HealthNet International (HNI) and the Transcultural Psychosocial Organization (TPO). HNI has knowledge and experience in reinforcing healthcare systems and prevention, diagnosis and treatment of transmissible diseases. TPO is an expert in the field of psychosocial and mental health care for survivors of war and natural disasters.  HealthNet TPO Afghanistan is managed by a team of qualified Afghans and supported by a team of experts at the HQ of the organization in Holland.

HealthNet TPO Afghanistan is providing Primary Health Care, Mental Health and psychosocial services, fighting malaria and supporting Mother & Child Health Care in terms of providing training for Community Midwifes and to conduct operation research. HealthNet TPO is currently implementing projects in almost 20 provinces of Afghanistan and the major program it implements are HER (Health Emergency Response) projects in three provinces, Nutrition, Mental Health and Psychosocial, Malaria Control program, Tuberculus....... through a community system strengthening approach.

HealthNet TPO has a zero tolerance toward sexual exploitation and abuse and child abuse. HNITPO takes seriously all concerns and complaints about sexual exploitation and abuse and child abuse involving HNITPO employees and Related Personnel.

Job Descriptions:

  • Assist M&E HIS Coordinator in developing M&E tools (checklist, questionnaires, formats etc.)
  • Give input for M&E HIS and M&E Coordinator for developing dashboards and data analyzing sheets
  • Ensure him/herself from presence of recording, reporting and analyzing tools at main training center and training delivery points
  • Regularly update of the details training database with location, health facility and  the pre and post test scores 
  • Ensure him/herself that tools end-user know about proper and accurate using of M&E tools
  • Gathering information and data from relevant projects focal points and databases in provincial and project level
  • Regularly update dashboards and data sheets for the different training projects and the 
  • Cross check data from different source and provide feedback for related project focal point if there be any discrepancy in source
  • Assist the training coordinator in providing graphs, charts and indicator trends for different Mental health training project 
  • Develop indicator tracking table to ensure that the project targets have been achieved 
  • Provide necessary information and data about the project services and indicator in coordination with M&E coordinator 
  • Give input for M&E department for developing M&E plan on MPHSS training and knowledge 
  • Attend in M&E Missions as a team member and conduct supervision and monitoring form HFs and project service delivery points
  • Conduct face to face meeting with supervised HFs and project service delivery points and provide oral feedback for them for services improvement
  • Providing and sharing written feedback and action plan for supervised sites and project service delivery points
  • Follow up of action points and ensure him/herself form their solutions in HFs and project service delivery points level
  • Provide and submit monthly activity report to M&E Coordinator and training coordinator 
  • Provide and submit mission’s reports to M&E department colleagues, project focal points, related provincial team and supervised HFs and service delivery points
  • Attend regularly in M&E department meetings and review meetings 
  • Attend in other department meeting based on need as M&E department representative
  • Inform other department members about M&E activities which are related to them
  • Share his/her mission plan with related provinces, HFs and project service delivery points
  • Coordinate with admin section (finance, logistic, IT, security, etc.) for procurement of goods for M&E department

B. Filed Supervision and Technical support:

  • Regular travel (according to M&E plan) either jointly with program and other department or independently to ensure that M&E related activities are properly taken place at field levels.
  • Develop field visit reports and share with program director and senior management for required support and decisions and very close follow up of the meetings findings at different levels.
  • Ensure submission of written feedback to provincial training centers within one week of the field visit and develop remedial action plan to timely address findings of the supervision/monitoring visit.
  • Identify potential disputes among team members and timely resolve potential conflicts among team members that are harmful and affect smooth implementation of the project. C. Communication and enhance productivity:
    1. Improved Communication and linkages:
  • Effective and excellent communication with team members and provide technical and management support.
  • Identify and timely resolve employee disputes that have negative consequences on program implementation.
  • Conceptualize, analyze, apply, synthesize and evaluate information gathered from the project, or generated by observation, experience as a guide for taking action for further improvement of the project activities.
  • Ensure greater productivity and efficiency through managing time effectively, spend time on most important tasks, meet the deadlines and produce quality results.
  • Ensure compliance with policies and procedures and project(s) contractual requirements.
    1. Training, development and innovation:
  • Have regular meetings in regard to his/her capacity needs in the areas of his/her work and work place and explore new ways and technologies, innovative approaches for better performance.
    1. Workplace, Health and Safety:
  • Look after workplace health and safety that can increase productivity, employee’s retention and enhance staff morale.
    1. Visibility:
  • Provide good quality pictures and brief narrative about services to publish and disseminate in social media.
  • Develop case studies and success stories from the services provided to target beneficiaries and reflection on services provision from the involved stakeholders.
  • Support M&E team to develop dashboard for the project key indicators and regular monthly updates are displayed. D. Filing System:
  • Ensure proper filing system is available and maintained.
  • Make sure the soft and hard copies of the technical documents are kept in an organized manner.
  • Make sure that regular back up is obtained and IT manager is encouraged to store the back up on reliable hard disks

Job Requirements:

  • Graduated from recognized Medical university (MD)/Public health with experince of M&E.
  • At least 4 years’ full time experience of working as s 
  • Good communication ability to work long hours, often under pressure
  • Ability to travel remote areas and districts
  • Good practical Skills 
  • Good communication Skills
