Job Descriptions:

Responsibilities:

  • The leading engineer will be acting as PC of the project and has the responsibility of overall project management and implementation on provincial level.
  • Lead and manage engineering teams through all phases of project lifecycles.
  • Provide technical and operation guidance and support the technical team of the project in assessing, surveying, designing, and where relevant procuring and contracting of suppliers.
  • Conducting the subsequent supervision and monitoring of all project activities and assigning adjustments based on monitoring findings. 
  • Developing, updating project monitoring plans, activities and achievements including problems and unresolved issues. Assure that unresolved issues are addressed as soon as possible.
  • Create and maintain coordination with all relevant departments particularly with project sector department in the province.
  • Participation in all project relevant coordination meeting on provincial level and reporting the minutes of those meeting to the project manager.
  • Participate in all process of beneficiary’s selection, preparation of beneficiary list according to the selection criteria and ensure transparency and equity in beneficiary selection.  
  • Organize, monitor, and develop capacity of the Shelter Implementation Team, counterparts and ensure capacity development of shelter beneficiaries.
  • Provision of technical advice to shelter engineers and through the shelter engineers to beneficiaries during construction and repairing of their shelter.
  • Provision of technical advice for using construction materials and ensure quality of materials procured.
  • Supervise the timely delivery and quality of the shelter materials and the timely completion and quality of the shelter construction. This will include, among others, the following tasks:
  • Participation in the procurement process of materials, materials quality check, materials storage and stock management, materials distribution, team mobilization, and supervision and monitoring. 
  • Prepare and submit reports (weekly, monthly, mid-term, and completion) as required.
  • Working closely with the technical team of the project to ensure the shelter related aspect of the shelter programming is delivered to the entire communities.
  • Discuss project activities regularly with local communities and beneficiaries and receive their feedback on the activities.
  • Maintain good liaison with the local authority’s province level, district level, project partners and communities.
  • Conduct regular field surveys and assessments; map information and ensure documentation.
  • Identify and document good practices/lessons learned; bring to the attention of project officer and recommend solutions.
  • Prepare monthly progress reports on community mobilization and training submission to project officer.
  • Ensure adherence to Afghanaid operational policies, procedures, and standards and guidelines.
  • Perform any other task assigned by the supervisor(s)

Job Requirements:

Education & Professional Qualification

Bachelor’s degree/ master degree from a well-recognized University in civil engineering, or another relevant area or equivalent professional experience.

 

Work Experience

At least 5 years’ demonstrable experience in civil engineering and engineering team, of which at least two years should be in team lead position with national or international organisations.
