About AKHS-A (Aga Khan Health Service-Afghanistan):

Aga Khan Health Services (AKHS) is one of the most comprehensive private, not‐for‐profit health care systems in the developing world with community health programs in large geographical areas in Central and South Asia, as well as in East Africa.

The Aga Khan Health Services, Afghanistan (AKHS, A) was established in 2003 as part of the Aga Khan Development Network (AKDN). AKHS, A provides health care services mainly on behalf of the government including the Ministry of Public Health’s of Afghanistan’s Basic Package of Health Services (BPHS) and Essential Package of Hospital Services (EPHS). AKHS, A is unique both in scale and scope, delivering critical health services along the continuum of care, from Community Health Workers (CHWs) to ISO certified hospital facilities.

AKHS, A is currently implementing healthcare services in Bamyan, Baghlan, Badakhshan, Kabul and Takhar provinces. The agency’s scope of work includes the provision of primary and secondary healthcare, preventive and curative medical care, Nursing and Midwifery education, Human Resources Development and Hospital Management. As BPHS and EPHS implementer, AKHS, A provides technical support as well as capacity building of health personnel, immunization services, nutrition trainings and the training of Community Health Nurses and Community Health Midwives.

AKHS, A draws on internal and other donor fundings to continue supplementary and complementary support to the national health system. Moreover, AKHS, A has introduced innovations, including, expansions of e-Health services, e-learning initiatives, and cross border arrangements. To promote healthy environment, AKHS, A is also implementing net zero and greenhouse gas emission initiatives.

Job Descriptions:

  • Assisting and carry-on timely preparation of procurement plan and monitor the implementation and to report the progress on regular basis to his/her department head.
  • Undertake market surveys for routine procurement requirements by providing/ gathering accurate information on prices, services of local suppliers, international suppliers, and other related information in consultation with his/her head of department.
  • In consultation with Procurement Committee and head of department, develop Pre-qualifications, RFQs, RFPs, Tender Documents, and draft contracts according to the AKHS, A, standards, and donor procurement policies/guidelines.
  • Assist and to carry on and process all international procurement with consultation of head of administration & procurement/global purchase team, considering donor’s procurement guidelines, and to keep all record clean.
  • Assist and prepare report quarterly and annually of the procurement volume to the global purchase team and other stake holders.
  • Set up procurement systems and overall control and follow-up of procurement tasks, starting from purchase request up-to arrival and delivery of items to main warehouse, regions, and departments.
  • Regularly update Vendor Information Sheets (VIS), elaborate supplier selection and evaluation, quality, and performance measurement mechanisms.
  • Ensure that proper NOCs, exemption certificates and customs clearing documentation are obtained in a timely manner in coordination with AKDN/AKF, A with the assistance of logistics responsible colleagues.
  • Develop a check list and schedule to monitor suppliers’ deliveries follow the specifications, quantities, delivery timeframe and other terms mentioned in the Purchase Order/Contract.
  • Assist in develop and implement Procurement Policy and procedure including plan, checklists, formats as directed by his head of department.
  • Establish work standards and schedules among the procurement staff, ensure their effective implementation in the national program office and departments, delegate and assign work to procurement staff and train relevant staff in work procedures and methods: review staffs’ work for adequacy and take steps to correct inadequate performance, and reports on timely manner.
  • Identify problem describe the problem and reporting, gather the facts, set an objective, determine problem causes, find solutions evaluate solutions and lastly develop an action plan to implement the recommended solutions with consultation of his/her head of department.
  • Liaise with AKHS's concerned technical staff for inspection of delivered equipment/supplies to ensure quality control, specification conformity, volume assessment, monitoring and verification of deliveries and reporting result to his/her head of department.
  • Prepare, present, sign, and stamp all delivery document including invoice, packing list, waybill, Delivery Notes and Goods Receive Notes, and other procurement process documents, and keep record accordingly.
  • Coordinate with AKDN Group Purchase Committee to identify best sources of suppliers but considering his AKHS-A policy and procedure and with consultation of his/her reporting line or head of department.
  • Keep an update log for all procurement activities and ensure that all the documentation has been appropriately recorded and have been filed in box folders in sequence as well as soft and scan.
  • Present, prepare and share monthly Procurement Report regarding procurements done, outstanding PRs and status of Purchase Order by 5th of each subsequent month and report to his head of department.
  • Share weekly procurement status report with all concerned department in order to know whereabouts and progress of their PRs, and make sure that procurement and all other reports and record is properly in place both hard and soft.
  • To be accountable for all the procurement he/she carried out and to prepare update record of procurement to the auditors as required. And to be responsible to prepare update record of procurement to auditors, donors and other stakeholders.
  • Carry out any additional tasks/responsibilities assigned by his/her line manager.

Job Requirements:

Education: Master of Business Administration preferably in Supply chain, economics or other relevant discipline, or equivalent is required.

Work Experience: 10 years’ relevant experience in procurement and supply chain, out of which 5 years on managerial level position, and have enough tenders and bidding experience national/International as well as enough experience of international procurement, and pharmaceutical procurement.

Technical Skills: Supply market analyses skills, negotiation skills and Change management skills and Ability to work in a team.

Other Skills: Strategic thinking skills, Problem solving and decision-making skill, Excellent written and oral communication skills, Capacity building/Training skills.
