Médecins du Monde - France (MdM-F) is an international humanitarian organization whose mission is to provide medical care for the most vulnerable populations, the world over, including Afghanistan. It seeks to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, and to seek at all times to encourage close working relationships with populations in its care.
MAIN RESPONSIBILITIES
• The Security & Access officer shall support the Field Coordinator to ensure the compliance with and the implementation of MdM security policies and procedures.
• Besides, the Security & Access Officer shall support the Field Coordinator in the day-to-day management of security and ensure the safety and access of MDM office, staff, premises, and assets.
• The Security & Access officer shall support the Field Coordinator to perform contextual analysis, build a network, support operational management, and strengthen the security capacities and access of MDM team.
• The Security and Access Officer will also be the focal person for all the liaison work at Farah Provincial level and at Herat to support the field coordinator in getting project MoU’s, Authorizations, Liasion with authorities etc.
ACTIVITIES DESCRIPTION:
Context and Security:
• Support / assist the Field Coordinator to:
o Coordinate with other UNOCHA, UNDSS, I/NGO’s security Focal Points in MDM target areas, in and outside of Farah.
o Coordinate and establish the good linkages between local authorities (DMoEc, GDI, MoPH, MoFA, PvPv etc.) and support MdM operations as per MdM rules and regulations.
o Monitor the Provincial political and security situation, as well as identify / track security/context developments and risks in MDM target areas to carry out context/situation analysis, scenario building and mitigation measures identification and roll out.
o Provide day to day security update to MDM Afghanistan mission field Team
o Ensure and monitor the implementation of the security pack in MDM target areas.
o Conduct regular Safety Risk Assessments and create/update a risk analysis with the participation of MDM national and international staff.
o Ensure that safety equipment installed and working in the MdM’s compound. Hibernations, emergency boxes are available and updated.
o Train office staff on safety and security.
o Brief both national and international staff about MDM Security Rules and Regulations upon their arrival to the mission, ensuring that all the staff knows and understands them.
o Provide regular support to MdM staff on security preparedness, prevention and response. Support may include SOPs; Contingency Plans (CPs); Security Management; Incident Reporting; Prevention and Response Mechanisms; and Communications.
o Train Security guards.
o Identify security/safety barriers to access, supporting the program teams to overcome them by applying identified strategies and mitigation measures.
o Oversee adherence to safety/security procedures and plans.
o Put in place, update and maintain the mission Communication tree for all MDM staff.
• Ensure security management related logistic means are reliable, appropriate and ready to be used / deployed.
Field networking and follow up of field team movements:
• In coordination with the Field Co and Logistic Department, ensure team, vehicles and goods movement preparation and follow-up.
• Ensure vehicle tracking and mapping, using MDM tools (Road Book), for all movements.
• Create and maintain a field network at community level to ensure MdM and its activities are accepted at the field level.
• Develop and regularly update a stakeholders’ map and a list of contacts per district/area, including relevant authorities, security entities, districts offices staff, community leaders, HFs’ staff, local council members, among others, that can be contacted in case of emergency, and to ensure safe access to target areas for projects’ activities implementation and / or assessments.
• Develop and regularly update specific location security’s SOP in MDM areas of interest.
• During the identification of new areas of intervention, while the medical team will be focusing on needs assessment and technical aspects, collect information about location safety, security, access, and other organizations presence.
• In the field, prior/during the implementation of activities:
o Identify relevant / influential actors in the area and participates in actors mapping for each location, providing insights to understand the social composition of targeted communities (i.e. identification of marginalized groups, cultural norms, relationship between men and women in the community and any other social factors that can be linked to MDM intervention).
o Carry out regular field visits to establish / strengthen networks, maintain fruitful relations and assess the context and security.
o Identify potential risks and define mitigation measures.
o Identify possible places for team to hibernate in the field in case of an emergency.
o Ensure security communication back up in case of coverage failure.
o Support MDM project team to properly introduce MDM to the community and explain about its background, principles and activities.
o During community assessment, exchange with / manage those actors who might affect the community response to medical team questions.
Back up Support to Access and Liaison Department:
• Built and maintain the strong field level coordination on behalf of various departments (operational, admin, HR, logistic, etc.) with their relevant provincial authorities to strengthen the procedures as per current legal framework of the country.
• Lead the team and manage the bureaucracy and formalities required to bring the field mission into administrative compliance:
o Operational permits (MoU), travel permits for expatriate and local staff from relevant authorities
o Submission of mission activity reports/official letters to the relevant ministries and/or competent authorities at the provincial level and follow up after final review by his line Manager
o Support for Customs clearance procedures (if any at the provincial level)
o Any other related task to these topics
• Responsible for monitoring deadlines, alert and ensure renewal of the various necessary authorizations. Responsible to Identify resource persons, key actors and lead a related network
• Responsible to organize meetings between the coordination and officials
• Assist in identifying new areas of intervention and assessing access feasibility with collaboration of program team.
• Maintain a contact list of stakeholders in Farah (e.g., local authorities, tribal leaders, NGOs, and UN agencies).
• Compile and share the necessary documents/data for the Project`s MoU from relevant project staff to be submitted to the relevent MoPH/MoEc.
Reporting and attendance to different meetings
• Participate in a pro-active way to MdM internal meetings (general, admin, …)
• Prepare and keep updated, with the Line Manager, his/her individual Action Plan
• Participate in relevant relevent working groups / meetings with UN, I/NGOs authorities and report accordingly
• Contribute to drafting weekly SitReps, incidents data, reports and proposals.
Qualification required:
Bachelor’s degree in political science, humanitarian affairs, safety and security, or other relevant areas.
Experience required:
At least 3 years’ professional experience, of which at least 2 in a similar position in a humanitarian organization.
Personal skills required:
• Knowledge and experience in context analysis and ability to network and build relations.
• Strong interpersonal skills, including capacities to negotiate with a variety of stakeholders.
• Excellent analytical skills: ability to conduct proper risk analysis, context analysis and stakeholders’ mapping.
• Ability to conduct training with satisfactory presentation skills.
• Understanding of humanitarian principles, risk management and access challenges.
• Ability to work in a fluid, unpredictable and complex security environment.
• Ability to work with an international, multicultural team.
• Dari and Pashto. Fluency in English, both written and verbal, is compulsory.
