La Chaîne de l’Espoir is an international Non-Governmental Organization (NGO) founded in 1994. Its mission is to strengthen health systems to give everyone, especially children, the same chances of survival and development. The NGO has been working in Afghanistan since the early 2000s. In 2005, it built the French Medical Institute for Children (FMIC) in Kabul, a non-profit paediatric hospital, to provide high quality medical and surgical care for young patients. Since 2006, the Aga Khan Development Network (AKDN) has been responsible for the overall management of the FMIC, with La Chaîne de l'Espoir providing medical support and access to the most vulnerable populations. In 2016, the hospital expanded with the opening of gynaecology, obstetrics and neonatology services, becoming the French Medical Institute for Mother and Child (FMIC). Services for adults have also been developed in recent years.

The goal of La Chaîne de l’Espoir is to increase access to healthcare in particular for the most vulnerable afghans. To do so, La Chaîne de l’Espoir:

• Trains and supports the medical, paramedical and technical teams through short- and long-term volunteer missions;
• Provides free surgical treatment at FMIC and social care for the most vulnerable children and women coming from all the 34 provinces of Afghanistan, and offers patients and their caretakers accommodation and food in the Women and Children House (WCH) for free.

The house has segregated common areas for men and women, private and shared rooms, a garden and a playroom.

1. GENERAL OBJECTIVE OF THE POSITION

The Women and Children’s House Supervisor will oversee the effective management of the House, ensure seamless admissions processes, and cultivate strong relationships with beneficiaries. He/She will uphold humanitarian principles, including the "do-no harm" principle; he/she will implement child safeguarding policies, and ensure compliance with Prevention of Sexual Exploitation, Abuse, and Harassment (PSEAH), ensuring the safety of beneficries hosted in the WCH and the respect of safeguarding standards.

2. ESSENTIAL DUTIES AND RESPONSIBILITIES

Admission management

• Ensure that all new arrivals are aware of the registration process (medical and socio-economic validation in particular)
• Support the guards to ensure the proper management of the admission process in order to relieve the nurse supervisor's office of congestion, avoid crowding and prevent forced entry (organised queuing, etc.).

Management of the house

• Ensure that the internal rules of the House, together with the Child Protection and Safeguarding and the PSEAH policies are shared with all beneficiaries
• Propose tools so that these rules are visible and easy to understand for beneficiaries;
• Coordinate with the logistics department  and cleaner supervisor to ensure that the house is well maintained and that all areas are accessible;
• Coordinate with the nutrition officer, medical coordinator, and cooks to ensure that meals meet the beneficiaries' nutritional needs in both quality and quantity. Liaise with the stock keeper to manage inventory effectively in this regard.
• Identify if there are any problems within the House (security, damaged equipment, demands for equipment, etc.) and address them to the logistics department and if necessary to the Deputy Head of Mission;
• Distribute the rooms for the night to the beneficiaries and provide a brief handover every day regarding the current/daily issues to be looked at in the evening/night and inform them on where to report emergency cases during office off hours;
• Coordinate with the guards, cooks and cleaners on related WCH management aspects of their work.

Activities and relationship with beneficiaries

• Ensure a calm, serene and respectful environment for all;
• Resolve conflicts/tensions with or amongst beneficiaries when necessary;
• Be the key point of contact for questions/concerns for beneficiaries regarding their stay at the WCH and develop good working relationships with complainants, providing a clear support and guidance as needed;
• Propose possible activities (such as games for the children and their parents) within the WCH;
• Listen to beneficiaries' problems during their stay and report to the relevant staff when necessary;
• Facilitate the proper implementation of awareness sessions (social and medical), supporting social care workers.

Monitoring and reporting

• Monitor a digitalregister to track the number of beneficiaries and accompanying persons in the WCH House;
• Assist in the development of a system to monitor the number of meals (to be planned and taken) per day and to ensure that only beneficiaries have access to meals;
• Work with the Deputy Head of Mission to provide reliable data and indicators;
• Facilitate the handling of the complaints in a confidential manner, ensuring that questions and concerns are adequately addressed to the Complaint and Feedback Mechanism (CFM) focal point  or relevant CDE staff.

QUALIFICATIONS

Technical skills:

• Good knowledge of logistics management
• Familiarity with Child Protection, Safeguarding and PSEAH policies
• Ability to create monitoring and follow-up tools
• Experience in developing social activities, especially for children
• Experience in psychosocial support is an asset
• Good command of MS Office

General skills:

• Rigor, flexibility, adaptation
• Excellent communication and interpersonnal skills
• Good leadership
• Resilience and ability to respond positively to the pressures and demands of the role
• Ability to work with vulnerable populations, especially with children
• Fluency in English, Pashto and Dari, both written and oral

Experience:

• Previous experience in humanitarian action
• Previous experience in a similar position
• Mandatory previous experience working with vulnerable children

Education:

• Highschool degree necessary
• University degree in psychology, - social  or public health, or any relevant field is an asset

OTHERS

CDE schedules: Five (5) working days per week from Saturday until Wednesday, from 9.30am-6.30pm with 1-hour lunch break. However, this is a tentative schedule. This position will also require sometimes to work on Thursday and Friday. The hours might be changed as if required, to work early morning or later at night, depending on the weekly roster.

The employee shall respect CDE schedule and Terms and Conditions of Engagement for National Staff and is expected to be flexible in order to carry out any urgent and unforeseen work.
