Job Descriptions:

The Finance Compliance Manager ensures INTERSOS Afghanistan complies with all local tax regulations, internal financial policies, and donor rules. This includes managing key submissions to tax authorities, supporting audits, preparing reports, and liaising with government departments. The position ensures that the mission’s financial practices are compliant and audit-ready, contributing to overall accountability and risk mitigation.

 

Key Objectives of the Position:

  • Ensure full compliance with national tax laws and regulations, including the timely preparation, submission, and renewal of required tax documents such as the Business Receipt Tax (BRT) Exemption Letter, Tax Clearance Certificate, and Annual Tax Audit Clearance.
  • Coordinate and lead the preparation and monthly submission of e-tax filings, while maintaining a well-structured archive of all supporting documentation to ensure readiness for yearly tax clearance and audits.
  • Support government liaison activities by preparing and submitting the MoU budget breakdown to the Liaison department and representing the Finance Department during project presentations to authorities when delegated by the Finance Coordinator.
  • Contribute to donor compliance and reporting by preparing donor financial reports upon delegation and coordinating the Semi-Annual Report in collaboration with other departments.
  • Promote internal financial compliance through regular checks, risk identification, capacity building, and coordination with audit processes to ensure INTERSOS Afghanistan meets internal and donor financial standards.

 

Main Responsibilities and Tasks:

  • Tax Compliance and Government Liaison
  • Secure the Business Receipt Tax (BRT) Exemption Letter annually.
  • Prepare and obtain the annual Tax Clearance Certificate from the Ministry of Finance.
  • Facilitate and support the process for Annual Tax Audit Clearance.
  • Prepare and submit monthly e-tax filings, ensuring accurate and timely reporting.
  • Maintain a proper supporting document archive for future tax clearance and audits.
  • Liaise with relevant tax authorities and represent INTERSOS during official procedures.
  • Attend official meetings and project presentations with government authorities when delegated by the Finance Coordinator.

 

 

 

  • Internal Compliance and Financial Oversight
  • Conduct compliance checks to ensure financial documents and processes meet INTERSOS and donor standards.
  • Identify financial compliance risks and propose mitigation strategies.
  • Provide technical guidance on tax procedures and internal controls.
  • Government Submissions and Documentation
  • Prepare and submit the MoU budget breakdown to the Liaison department.
  • Ensure alignment of submitted budgets with donor-approved budgets and INTERSOS financial systems.
  • Ensure all compliance documentation is systematically filed and easily retrievable.
  • Financial Reporting and Audit Coordination
  • Prepare and submit the Semi-Annual Report in coordination with program, logistics, and HR departments.
  • Prepare and submit donor financial reports when delegated by the Finance Coordinator.
  • Support internal, external, donor, and government audits and coordinate timely follow-up on audit findings.
  • Documentation and Filing:
  • Maintain an organized system for storing all tax and compliance-related documents in hard and soft formats.
  • Track and manage compliance deadlines, renewals, and report submissions via a compliance tracker.
  • Capacity Building and Support
  • Train finance and non-finance staff on compliance, taxation, donor rules, and documentation standards.
  • Raise awareness on compliance responsibilities across departments and field teams.

 

  • Additional tasks: Performs any other necessary tasks as the Finance Coordinator assigns.

Job Requirements:

Required Qualifications and Experience:

  • University degree in Finance, Accounting, Business Administration, or related field (master’s degree preferred).
  • Minimum 5 years of professional experience in finance and compliance, with at least 3 to 4 years in the humanitarian/NGO sector.
  • Strong working knowledge of Afghan tax laws, especially regarding BRT, tax audits, and e-tax systems.
  • Experience preparing MoU budget breakdown, financial reports, and government submissions.
  • Proven ability to liaise effectively with government departments and tax authorities.
  • Knowledge of donor compliance standards (e.g., ECHO, AICS, SV DRA, UN, etc.).
  • Excellent English communication skills (written and spoken); Dari and/or Pashto is a must
  • Advanced skills in MS Excel and financial management software.
