ActionAid-Afghanistan committed itself a long-term work with poor and excluded sections of the society through the Human Rights Based Development Approach, WASH, and livelihood programs in multiple provinces of Afghanistan.

Job Descriptions:

Reporting to and supporting the technical lead Resilient Livelihood Manager, the incumbent will manage a small team with overall responsibility for leading and supporting the activities of the project including strengthening relationship with other project Implementing and Technical Partners. He/she must be an experienced professional possessing conceptual understanding, adequate technical knowledge, managerial expertise and leadership quality to guide implementation of the project.

The Manager will coordinate the involvement of multiple teams towards the quality programming to achieve the common objective, which includes the following responsibilities:

 

  • Coordinate with the project teams and partners to ensure timely and effective project registration with relevant line ministry and roll out as per the various project MoU and donor requirements
  • In liaison with the national level technical team, provide planning guidelines and offer technical leadership in the development of the various projects’ annual implementation plans and budgets
  • In close collaboration with the Human Resource Department, support staff recruitment, retention, mentorship, coaching and appraisal under the project
  • In liaison with the national technical teams, project Coordinators, District field officers and the MEAL Manager develop and review monthly project progress to timely project execution as per AAA/ FCDO expectations and accountability frameworks.
  • Working closely with the MEAL Unit, generating Quality & Accurate quarterly, semi-annual and annual reports informed by Monthly Management Reports and in line with AAA standards
  • Responsible for effective management and implementation of the project in areas of operation.
  • Management and overall coordination for the associated grant, including project implementation (activities, budget, documentation) in line with proposals, strategies and donor requirements.
  • Provide regular progress reports to the line Manager, and HoP, promoting and sharing ideas for improvement and recommending necessary changes in activities.
  • Support cross-cutting interventions including Safe & Inclusive Programming (SIP), gender, community-based approach and cash and market programming.
  • Ensure that projects target beneficiaries most in need of protection, explore and assess new and better ways to assist.
  • Coordinate the timely and quality implementation of activities, according to standards and norms, agreements with the donor(s) and partners, AAA’s policies and the local context
  • Oversee and control all project procurement, expenditure and accounting and work with Consortium partners to adopt financial and accounting standards in line with AAA’s and the donor’s policies so as to ensure coherence in project reporting.
  • Monitor the timeliness, accuracy, completeness and quality of all project’s financial transactions and reports, ensuring complete transparency in the utilization of financial resources
  • Organize workshops and conferences, presenting and sharing best practices and lessons learned
  • prepare timely, high-quality consolidated narrative and financial project reports for ActionAid, the Steering Committee and the donor in fluent, native level, English.
  • Represent ActionAid, the Consortium and the project in relevant external meetings with donors, partners and other stakeholder..

Undertake any other duties as and when required by the line manager and/or overview manager.

Job Requirements:

Education & Training:

  • Bachelor’s degree in Agricultural Economics, Agriculture, Business Administration, Project Management, watershed management and planning , or other relevant fields.
  • Graduate or master’s degree from a well-recognized University in Civil Engineering, project management, international development, management science, social science or another relevant area or equivalent professional experience

Experience:

  • At least 10 years’ demonstrable experience in managing large development project(s) and consortium project(s), of which at least two years should be in managerial position with national or international organizations,
  • Working experience in Watershed management and planning, Agriculture/ Horticulture development, Value chain, Market access and Market development.
  • Experience in a senior level project implementation position in a humanitarian/development/recovery context will be a plus.

Technical Skills :

  • Broad experience and understanding of international humanitarian and development work, including community infrastructure, livelihoods, agriculture, community development and governance, gender mainstreaming, disaster risk reduction and emergency responses
  • Proven and substantive expertise in policy analysis, development and advocacy, especially around leading edge DRR, resilience and/or climate change adaptation principles and practices
  • Report writing skills – including analysis, summarizing and copy-editing
  • Excellent oral and written communications, team player, and proficient in English
  • Experience in managing province projects.
  • Experience in dealing with Donors and Foundations will be an added advantage.
  • Skills to facilitate consistency and alignment across interventions contributing to improvements across the whole response at strategic and operational levels.

Key Skills and Competencies:

Essential:

  • Fluency in written and spoken English and demonstrated ability to write, lay out and present high quality documents and reports for diverse audiences.
  • Proven ability to effectively designs and implements logical frameworks, Detailed Implementation Plans and work plans.
  • Strong facilitation, training design and presentation skills, able to organize and lead meetings, workshops, trainings, and conferences.

Flexible and dynamic with the ability to deal with difficult, often ambiguous, and challenging situations and creatively solve problems.
