 HealthNet TPO in Afghanistan aims to improve the health status of the people in Afghanistan by supporting the local communities and the Government of Afghanistan in the development of a sustainable health care system.  HealthNet TPO is working in Afghanistan since 1994, implementing integrated health projects managed mainly by national staff and supported technically by expatriate staff from the headquarter office. HealthNet TPO Afghanistan is providing Primary Health Care, Mental Health and psychosocial services, fighting malaria and supporting Mother & Child Health Care in terms of providing training for Community Midwifes and to conduct operation research. Health Net TPO is currently implementing projects in 22 provinces and the major program it implements are Malaria Control program,SEHATMANDI projects in four provinces, nutrition,  Mental Health and Psychosocial program through a community system strengthening approach.

Job Descriptions:

Key responsible:

Program management and technical leadership:

  • Support the implementation of the MHPSS program and manage programmatic and technical staff so that the program objectives are met on time.
  • Mainstream psychosocial support into all projects; build a resource material for PSS in the project and support evidence generation on the linkage between MHPSS issues and other conflict drivers.
  • An ongoing assessment of MHPSS interventions as well as staff knowledge and skills within the HealthNet TPO Psychosocial Counseling Centers (PSCCs), with attention paid to staff changes and recruitment, and an increase in number of service delivery sites. 
  • Lead the design of MHPSS interventions for the HealthNet TPO in Afghanistan, including consideration of a cognitive behavior-based approach tailored to staff without formal PSS qualifications.
  • Develop a plan for MHPSS counselor training, mentoring and supervision, PSCCs in charge to deliver specialized interventions that address common psychosocial responses to both long standing and acute trauma and abuse.  Deliver training sessions and maintain intensive follow-up/coaching to ensure skill development and application.
  • Lead and support PSS counselors and front line staff with training reviews on PFA and other psychosocial interventions to ensure capacity of staff and community mobilisers to recognize and respond appropriately to MHPSS needs.
  • Lead and support ongoing self-care sessions of the HealthNet TPO front line staff in collaboration with national  PSS Officers.
  • Regularly review and modify when necessary existing field manuals and guidance materials to ensure ongoing cultural appropriateness.
  • Review existing monitoring tools to ensure PSS interventions are being carried out in compliance with international guidelines and best practices.
  • Represent the HealthNet TPO in MHPSS coordination structures, other stakeholders, and maintain linkage between PSS Working Group to support information sharing and skills transfer.  
  • Contribute to writing proposals, provide inputs in donor reports and engage in other resource mobilization efforts.
  • Regularly conduct case supervision meetings with case management team to provide technical support to team in provision of PSS to survivors/client.
  • Develop IEC materials and messages for PSS intervention.
  • Ensure the rolling out of SOPs and guidelines shared by donor for SDPs.

Capacity Development:

  • Update the training material tailored to the particular MHPSS intervention designed for the women and girls response and prevention intervention and modify as required in collaboration with kay cluster specialist.
  • Ensure that compliance and guiding principles are maintained among all staff and survivors/ clients have easy access to psychosocial support and case management services in an appropriate and timely manner.
  • Provide technical support for the implementation of GBV / PSS activities in line with available global guidance that adheres to UNFPA’s Minimum Standards for Addressing GBV in Emergencies
  • Provide orientation and training to all filed staff on PSEA policy and code of conduct
  • Provide ongoing support to HealthNet TPO case managers’ capacity building activities, including Government counterparts and health responders, in providing quality psychosocial first aid responses for survivors of trauma.
  • Support ongoing monitoring of PSS activities to ensure clear guidelines regarding objectives and evaluation.
  • Monitor and support the HealthNet TPO staff to sustain PSS quality through structured supervision and review these mechanisms.
  • Analyze results of monitoring visits and data to identify capacity development needs 
  • Contribute to the development of appropriate IEC material to support the training and program implementation for MHPSS interventions and review existing IEC materials to ensure that PSS aspects are included in SRH IEC and MHPSS response and prevention messaging.
  • Support the ongoing capacity development of the HealthNet TPO staff to respond to emergency/humanitarian crises with awareness of PSS needs, referral options, and interventions.
  • Develop MHPSS work with strong collaboration intradepartmental with Nutrition, Health and Protection.

Monitoring and Reporting

  • Develop Monitoring and Evaluation tools to assess and monitor psychosocial wellbeing, monitoring of PSS in HealthNet TPO and standardizing PSS support.
  • Document training and supervision using tracking tools designed in collaboration with the HealthNet TPO M&E Specialists. Create a record of participants’ progress. Report on effectiveness of training materials and process and take steps to assess and address gaps through iterative improvements to training protocols.
  • Supervise and review monitoring tools for PSS interventions to support quality programming in compliance with international standards.  Conduct monitoring and provide reports on compliance and challenges.
  • Conduct review of MHPSS response and prevention interventions to crisis affected populations to ensure that all interventions are in line with the Guiding Principles, including the IASC Guidelines for Integrating MHPSS Interventions in Humanitarian Settings, IASC Guidelines for Mental Health and Psychosocial Support in Emergency Settings and other international standards.
  • Produce regular progress reports and contribute to SitReps as required.
  • In strong collaboration with Protection adapt MHPSS work to the needs of MHPSS.
  • Carry out any other duties as requested by the Program Manager/Coordinator.

Job Requirements:

Education:

  • Master/ Graduated from Medical recognized faculty with specialization in psychology, psychosocial implementation, clinical social work mental health or related area.

Work experience:

  • Minimum 4-6 years of professional experience in the field of development and population activities, with experience in programme/project management, preferably related to information/database uses and management or other relevant experience.
  • Expertise gender-based violence issues, with a minimum of 4-6 years of progressive humanitarian experience, at least 2 of which should be field-based or in an emergency context.
  • Professional experience in planning, designing and management of development programmes/projects or related subjects.
  • Experience in coordination and liaison with local stakeholders, including partners, organizations, NGOs and communities.
  • Demonstrated organizational skills: the ability to work independently and productively with multiple stakeholders in a fast-paced environment.
  • Preferred experience in managing case management/multi sectoral services and referral.
  • Knowledge on multi-sectoral support and survivor cantered approach.
  • Proven relevant experience in developing training curriculums, modules and materials on data management, MHPSS case management including Psychosocial (PSS) interventions and Psychosocial First Aid/ MHPSS multi sectoral services/ PSS prevention and response.
  • Excellent interpersonal and communication skills: the ability to successfully and effectively liaise with people in a wide range of functions in a multicultural environment.
  • Demonstrated understanding of issues related to confidentiality, data safety and other ethical concerns related to the sharing of sensitive data between humanitarian agencies.
  • Experience in supervision of MHPSS case workers / PSS Counselors is an advantage.
  • Knowledge on integrated MHPSS and health/reproductive health service will be added advantage.
  • Demonstrated capacity to analyse data/statistics for humanitarian operations.
  • Excellent Computer skills: MS Word, Excel, Access and database software, including in depth knowledge of pivot table/chart analysis.
  • Good understanding of international MHPSS programming/ best practices and IASC guidelines.

Languages:

  • Fluency in English and local languages (Dari or Pashto) is required with high-quality report writing skills.
