I-GENERAL Responsibilities:
The Field Construction Engineer is responsible for all Construction affairs of the project. The Field Construction Engineer will work under the direct supervision of the FHH project manager and he will coordinate the construction activities of the project headquarters logistic team.
II-Specific Job Responsibilities:
- To read and understand all CAF policies and procedures.
- Obey Follow-up and implementation of all CAF operation policies during daily activities.
- To ensure the CAF threshold is followed in different procurement stages for approval.
- I was checking and ensuring that different purchases for projects were done according to the standards of CAF purchase procedures.
- Close coordination/liaison with the logistic team in preparation of the TOR, bidding documents, RFP/RFQ, bid evaluation report for civil works/goods, and technical assistance.
- Conduct a survey, design, and feasibility study of the FHH project.
- Help communities to mobilize labor and local construction materials.
- Prepare and review building designs including drawings, specifications, and Bill of Quantity BQ, and ensure construction standards are followed for quality and safety.
- Ensure design deliverables are compliant with the scope of work and contract requirements.
- Regular monitoring and travel to the site to conduct construction supervision and quality control.
- Preparing construction tender documents for procurement of services if needed.
- Regular reporting of ongoing construction projects to project management and head office.
- Be responsible for the implementation of infrastructure.
- Prepare operation and maintenance schedules of the infrastructure projects.
- Ensure that environmental mitigation measures are implemented as part of the infrastructure.
- Managing project technical issues and liaising with regulators and client contacts.
- Supervision of contract and construction works.
- Carry out regular supervision at the field level to ensure full complaints of technical, social, and environmental aspects during implementation.
- Liaise with other regional offices and relevant Community Development Councils (CDCs) in technical and social matters.
- Prepare/compile periodic progress reports in consultation with the field coordinator as per the standard formats and deliver them to HQ for further review.
- Promote smooth relationships at the regional level, counterpart staff, and other relevant bodies.
- Write technical reports, assessments, maps, and engineering drawings.
- Report any security issues or incidents to your line manager/security focal point.
- Ensure sure safety and security of organization assets and office building.
- Any other task assigned by the supervisor.
- Program support tasks:
- S/he is responsible for providing the required information at the request of the program staff.
- S/he has to participate in the training, workshops, and Official meetings while invited.
- Confidentiality
- S/he makes sure that all intellectual properties of CAF and all other information related to the project or organization are confidential and are not shared or spread to non-relevant staff or outsiders.
- S/he should not share any CAF official format soft or hard with outsiders (Non-Organization Staff).
- Security
- S/he is responsible for his/her security during official times either at the campus or on mission. The staff makes sure that all security policy and procedures set by the organization is considered well and followed during the times he/she is working.
- Safety
S/he is responsible for the safety of all CAF assets delivered to her/him. S/he must ensure that all safety measurements are taken for any assets s/he is responsible for and consider CAF’s asset safety policy.
