Job Descriptions:

General duties

  • Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement.
  • Understands and adheres to the ICRC Code of Conduct.
  • Understands the roles of the components of the International Red Cross and Red Crescent Movement.
  • Always respects and observes staff regulations and security rules.
  • Always represents the ICRC in a professional manner.
  • Develops and maintains a pleasant and conducive working environment with colleagues and line managers.
  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC.
  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary.

Main Responsibilities:

  • Identifies needs through assessments and surveys.
  • Prepare technical assessment of buildings and report through technical notes. Elaborate bills of quantities and costs’ estimate for the proposed construction works.
  • Conducts the assessment of Passive Security projects and prepares technical documentation for the projects, using standard ICRC Protocol Construction Project Management templates and guidelines.
  • Prepares the timeline and budget estimates.
  • Prepare tender documentation (including bill of quantities, specifications, drawings).
  • Prepare contractual documents, including call for bid, detailing payment terms, selection of winning contractor through criteria, and organizing payment according to measured works and ensure procedures and confidentiality are respected.
  • Plans, monitors and supervises the implementation, especially contracted works of Passive Security projects and prepares work progress reports:
    • Supervises daily workers and contractors in order to ensure satisfactory implementation of the projects and to ensure that minimum standards of construction works are respected and are acceptable.
    • Visits construction filed sites regularly, makes pictures and issues weekly written reports (site inspection, site instruction).
    • Prepare payments’ documents towards the contractor(s) at various stages of the work.
    • Ensure the deadlines, according to the contract conditions, are strictly fulfilled.
    • Prepare As-Built documents and the final acceptance report at the closure of each project.
  • Prepare Supervision reports, the bill of quantities of implemented works and the final acceptance report at the closure of each project.
  • Be qualified in IRIS using and apply ICRC Logistic and Administrative procedures. Follow up orders and deliveries. Notifies Log ahead of time of larger orders or expected increased workload.
  • Conducts quality control of acquired material and installed infrastructure.
  • Creates project files in electronic databases and keeps them up to date.
  • Prepares implementation/progress/feasibility reports and studies.
  • Provides regular information to colleagues on security, stakeholder issues and site progress.
  • Administers hand-over of ICRC-provided infrastructure to end-users.
  • Trains or organizes training for owners and end-users in the operation and maintenance of infrastructure.
  • Uses results-based management to evaluate project implementation.
  • Performs duties and tasks not covered in this job description and supports other departments, particularly the Premises, when necessary.

Scope & Impact

  • Is responsible for on-site follow-up and basic design of complex engineering projects, with supervision and guidance from WatHab Engineer 2 Mazar.
  • Works within the geographical remit of the Kunduz Antenna and other locations (Maimana, Fayzabad, etc).

Relationships

  • Internally, daily contact with ICRC employees for the design and administration of Passive Security Projects.
  • Externally, by phone or in-person contact and negotiation with project stakeholders (e.g. local authorities), contractors and suppliers, as a representative of the ICRC.

Job Requirements:

  • University degree in civil, structural, or hydrological/hydraulic engineering.
  • Excellent command (spoken and written) of local language(s).
  • Excellent command (spoken and written) of English.
  • Proficient in use of drawing software if working in construction and hydraulic engineering.
  • Proficient in use of AutoCAD and MS project-management suite or equivalent.
  • Proficient in use of Microsoft Office, Outlook, Word, Excel, and PowerPoint.
  • Additional certificate in mechanical engineering, electrical engineering, environmental engineering or hydrogeology is an asset.
  • 3-5 years' professional experience in a related field of activity e.g., water/sanitation networks design, rehabilitation and/or construction.
  • Experience managing technical teams is an asset.
