Afghanischer Frauenverein e.V.: AFV is a non-profit, non-governmental and non-political humanitarian aid organization registered with the Ministry of Economy in Afghanistan and has been working in the field of Education, Health, WASH, Vocational skills development, and humanitarian emergency response in Afghanistan since 1992. With a Country Office in Kabul and over 200 local staff members countrywide, AFV is implementing sustainable relief programs that are mainly in the rural areas, focusing on supporting children and their families in extreme poverty. Today AFV is engaged in over 21 relief programs serving over 200,000 people per year all over the country. The organization provides technical and financial support to five schools in Kabul, Kunduz and Ghazni provinces; runs vocational training courses for people with disability in Kabul and Ghazni; provides safe drinking water for poor communities in remotest parts of some provinces; supports seven Basic Health Clinics (BHCs) in Kabul Province; and delivers humanitarian assistance particularly in partnership with other local partners.

Job Descriptions:

About the position:

The WASH Project officer is responsible for overall survey, design, implementation, and monitoring emergency WASH Project activities in target locations of Nangarhar province. He/she is responsible for managing all the construction work in the field including drilling of bore wells and construction of solar powered pipe schemes according to the technical designs and drawings, and ensuring smooth implementation as per the project timeline in all the project locations. He/she is also responsible for providing technical support to the field team including the hygiene promoters for smooth implementation of hygiene promotion activities.

At the meantime, the WASH Project officer is also responsible for regular coordination with relevant communities and other stakeholders including government departments on provincial level to ensure smooth implementation of project activities.  

Key Duties and Responsibilities

Technical Tasks:

  • Prepare/develop quality design package (Drawings, BoQs, and technical specifications) for the construction and rehabilitation of water wells, water supply networks (gravity fed and solar powered systems where appropriate), and other construction work.
  • Closely coordinate with provincial line departments the development and BoQs, designs, and technical specifications.
  • Conduct needs assessments community consultation meetings in each of the target locations to verify the locations for water wells, water supply networks and other infrastructure.
  • Conduct water quality testing for each of the selected water sources.
  • Create the construction work plans and schedules for each intervention in all the project locations.
  • Ensure all facilities constructed are gender and disability inclusive ensuring their safety and privacy, and easily accessible for women, children and persons with disabilities.
  • Establish WASH committees in relevant communities and train them on water management, and operation and maintenance of WASH structures.
  • Ensure all required resources for every single construction work at the community level are well estimated and planed.
  • Ensure quality control in the construction work by providing necessary support and on the job training to field team.
  • Develop all necessary monitoring and supervision tools/plan for the construction work and the progress made by the contractor.
  • Check the quality of the materials provided by the construction company and make sure all the materials are in good condition, meeting the standards as described in the subcontract documents and technical specifications.
  • Provide technical support to field staff including hygiene promotion team and do proper community mobilization to ensure smooth delivery of hygiene promotion sessions.

Coordination, Reporting, and M&E:

  • Monitor overall project activities and develop tracking tools for the construction work and the progress made by the subcontractor.
  • Coordinate joint visits with DRRD on provincial level.
  • Provide good quality monthly progress reports about all the project activities.
  • Prepare the project completion report by the end of each construction activity.
  • Prepare and process the handover documents with communities and line government departments on provincial level.
  • Properly document project technical documents such as drawings, BoQs, handover documents, and technical specifications.
  • Ensure proper coordination with relevant stakeholders including government departments.
  • Represent AFV in regional WASH cluster meetings and other coordination platforms on provincial level.
  • Supervise and monitor the project team for construction work and soft component of the project.

Job Requirements:

Job Requirements

Education:

  • At least bachelor degree in civil engineering/water management field
  • Knowledge and experience of MS office and other engineering statistical programs such as AutoCAD, Water gem and other related construction design programs
  • Full knowledge of designing and implementation of WASH infrastructure

Work Experience:

  • At least 5 years’ experience in implementation of WASH projects, specifically relevant activities
  • Experience in design and construction of water supply networks, sanitation facilities, and drilling of bore wells
  • Proven previous experience in similar role as (WASH Engineer/WASH Project officer)
  • Previous coordination/management experience
  • Excellent communication, cooperation, and interpersonal skills
  • Excellent Project Management skills
