Today, we work along the humanitarian and development spectrum, providing immediate aid supporting the most vulnerable in Afghanistan to find long-term solutions to the challenges they face.

Job Description:

PIN Afghanistan is seeking experienced WASH engineers to deliver a humanitarian response projects in Wardak Province. The Engineer will be will be responsible for implementing the WASH side of the project in line with PIN project management quality standards. S/He will be also responsible for providing technical support to the field team to ensure all construction work of project infrastructures are done according to the design and drawings and have smooth progress as per project timeline and requirement and timely reporting on progress.

The selected engineers will have strong technical understanding of humanitarian response, humanitarian intervention, water security and hygiene, and proven experience successfully delivering WASH projects in shock prone areas where access is sometimes a challenge.

Responsibilities:

• Conducting technical assessments of WASH facilities to be rehabilitated and build in the targeted locations
• Together with village Shura conduct community consultation meetings in each target community to verify the locations for water infrastructure improvements and locations for hygiene awareness sessions
• Follow up pre-, during and post-construction water quality testing for each water source identified for rehabilitation

• Create the construction work plans and schedule for each location and type of intervention
• Ensure all facilities rehabilitated/constructed are gender and disability inclusive (safe, provide for privacy, easily accessible and usable for both women and men, children and persons with disability)
• Conduct training on water system maintenance for members of water user/management groups/committees from the targeted locations.
• Conduct training on water system maintenance and repair for mechanics from the targeted locations
• Develop SoP for construction works and operation and maintenance
• Develop list of spare parts and maintenance tools for water management groups and mechanics
• Develop the tendering documents (TOR for Construction Company) and ensure that other requirements and guidelines by Supply Chain department are adhered to.
• Prepare precise implementation plans for construction works including BoQs
• Ensure all required resources for every single construction project at community level are well estimated and planned for procurement.
• Ensure quality control within construction/rehabilitation work by providing necessary on the job training for skilled labour.
• Develop all necessary monitoring and supervision tools used for construction & rehabilitation projects. Ensure quality implementation of construction works with respect of specifications and timeline of implementation.
• Check the quality of the materials provided by the construction company and make sure all materials are new and free of defects and in good condition and the final product, materials and construction meet the minimum standards as described in the subcontract documents and technical specifications.
• Ensure that water, sanitation and hygiene program is fully and timely implemented in accordance with community needs and standards in the project-targeted areas.
• Ensure establishment of water user/management groups/committees per each village for project sustainability and proper operation & maintenance of infrastructure ensuring that women’s representation is considered. Ensure that WMC get enough on- site practical training during construction phases of work in order to get technical orientation of all constructed parts.

• At least 3 - 4 years of progressive work experience in similar roles in the field of food
• Bachelor Degree in Engineering or Water Management
• Previous experience with WASH and Emergency Response (MPCA)
• Experience in construction of water supply network in hard to reach areas.
• Full knowledge of water supply networks component.
• Knowledge of MS Office and statistical programs, AutoCAD, Water gems and other related construction design programs.
• Experience in developing water management and water supply maintenance training curricula
• Demonstrated understanding of project management principles
• Demonstrated knowledge of WASH cluster and MRRD standards
• Proven experience in developing BoQs, technical guidelines
• Proven capacities in carrying out capacity building activities for the staff and the targeted communities
• Having Team Management, Leadership, and problem solving skills
• Having communication and cooperation skills
