About Première Urgence - Aide Médicale Internationale (PU-AMI)
PU-AMI (known globally as Première Urgence Internationale, PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. PU-AMI’s teams are committed to support vulnerable communities and populations, those marginalized, hit by conflict, natural disaster or economic downturns. PU-AMI’s main objective is to contribute to reduction in morbidity and mortality, and provide emergency relief to those in immediate need in order to help them regain their dignity.
Afghan mission is the oldest of PUI missions, with the first medical intervention launched in 1979 just after the Soviet troops crossed the country’s borders. PU-AMI teams currently deliver the integrated health care, combined with nutrition, psychosocial support; water, sanitation and hygiene (wash), as well as trauma services. The organization implements projects mainly in eastern parts of the country, and increasingly in the South-East Region. Since the COVID-19 outbreak in 2020, PU-AMI has also positioned itself as one of the main actors in preparedness and response to the pandemic, implementing health and wash-cantered activities at health facilities and community level in Kabul and beyond.
Globally, PUI provides assistance to around 6 million people in 23 countries and across 5 continents: Africa, Asia, Middle East, Latin America, and Europe.

تیم های پی یو ای ام آی متعهد به حمایت و کمک جوامع و جمعیت های آسیب پذیر به انهاییکه در اإثر منازعات- حوادث طبیعی و رکود اقتصادی منزوی شده اند میباشد. هدف عمده پی یو ای ام آی کمک در کاهش مرگ و میر -کمک عاجل به اعاده و بازیابی حیثیت ووقار انهاییکه در نیاز فوری قرار دارند میباشد.
ماموریت افغانستان قدیمی ترین مآموریت پی یو آی بوده و با اولین مداخله در بخش صحی در سال1979 فقط درست بعد از عبور نیروهای شوروی از مرز های کشور آغاز شد.
تیم های پی یو ای ام آی در حال حاضر مراقبت های صحی ادغام یافته همراه با تغذیه حمایت روانی اجتماعی-آب-نظافت و حفظ ا لصحه واش و خدمات تردیدات یا تروما را ارایه میدارد.
این اداره عمدتآ پروژه ها را در بخش شرقی کشور و بطور فزاینده در مناطق جنوب شرقی کشور از زمان شیوع کرونا در 2020 تطبیق مینماید .
پی یو ای ام آی همچنین منحیث بازیگر اصلی در آمادگی و پاسخ به بیماری همه گیر – اجرای فعالیت های صحی و واش در سطح مراکز صحی و جامعه در کابل و فراتر از آن موقعیت خود را تثبیت نموده است.

Responsibilities and Particular Assignments
The Project Manager is in charge of the management and implementation of projects in Kabul province.
Under the supervision of the Deputy Field Coordinator for Programs, the project manager is directly responsible for the teams under his/her responsibility. Therefore, he/she should be fully aware and agree with their planning and their methodology.
An important part of the work is to ensure the coordination and the negotiations with local authorities (Community representatives, Provincial Public Health Director, etc.) and when necessary, with the Ministry of Public Health.
Tasks:
Under the supervision of the Deputy Field Coordinator:
- To implement, coordinate & monitor the project
- To coordinate, monitor & supervise the project staff
- To represent PU-AMI with the provincial partners and to attend national meetings when necessary
- To write reports, collect and share humanitarian context and demography information with an analysis of the intervention areas
- Participate in budget management of the project
- To supervise the medical management of the projects (including pharmacy supply)
- To support the logistical management of assets
- To support the human resources of project
- To ensure the timely implementation of the project as mentioned in the work plan
- To monitor and take actions in order to accomplish the objectives and indicators of the project.
- Capacity building of project teams and HFs staff
Objective 1: Program implementation
Activities/main duties
Organize regular meetings with the teams.
Following up of the work plan and other detailed action plans with support from the deputy Field Coordinator in-charge of programs.
Participate to the organization of the trainings
Regularly visit the project locations (security allowing)
Actively take part in supervision and monitoring of the program
Revise and approve the planning of the team
Set up implementation planning, follow up tools & regular update
Organize needs assessments and surveys
Supervise the medical management of the projects (including pharmacy supply)
Objective 2: Data collection, follow up and reporting
Activities/main duties
Ensure data collection needs are well identified.
Ensure data collection tools are well designed, correctly in place and adopted.
Check the accuracy of data with direct monitoring and supervision.
Assist the project personnel with MEAL tools and in supporting them in their use.
Ensure smooth data flow between project teams to MEAL department in the base
Provide field visit reports, monthly activity reporting
Provide programmatic reporting as per PU-AMI and donor requirements
Support the MEAL team in the preparation of cluster and donor reports as per requirements
Objective 3: Program Monitoring
Activities/main duties
Follow up the PMT (Projects Monitoring Tool) in close collaboration with the MEAL team, track indicators and ensure achievements of targets
Regular monitoring of quality of services provided through field visits.
Identification of challenges in quality of implementation and follow up: finding solutions and ensuring they are accurately implemented
Developing tools for qualitative and/or quantitative follow up.
Develop a weekly and monthly activity plan of project teams for tracking
Ensure that there is smooth implementations of referrals and monitoring of such referrals including cash assisted referrals
Monitor closely all project implementation activities, diagnose and proffer solutions to any impediments to implementation keeping the Field Coordinator informed of any challenges
Objective 4: Logistics and Security Management
Activities/main duties
Plan program procurements, distributions in accordance with program needs
Monitor the appropriate use of assets for his team members
Anticipate program needs and raise PRs (Procurement Request)
Use of and respect of PU-AMI logistics tools and procedures
Support the security focal point in ensuring security of program teams at all times
Report any security incident to security manager and field coordinator
Objective 5: Human Resources and team management
Activities/main duties
Supervision of the human resources of the project: organization of their planning, ensuring their appropriate workload, management of their leaves etc.
Organize the appraisals of the team, ensure that all program teams are appraised when due
Participate in his or her staff recruitment, and disciplinary action according to PU-AMI rules and labor law of Afghanistan. The final decisions are taken in consultation with the Field Coordinator and HR Team.
Delegate activities to the project team and monitor their performance.
Ensures the teams is motivated, aware of responsibilities and have clear job descriptions and tasks assigned
Enhances team cohesion, positive work-environment and sense of belonging and responsibility towards the beneficiaries
Objective 6: Finance Management
Activities/main duties
Monthly review of BFU with Finance, Log, HR and in close collaboration with DFC
and finance team; and overall support from the field coordinator
Prepare prudent program financial forecast that is realistic and well informed based on markets
Support in respecting financial deadlines and following the monthly finance organization
Budget line holder responsibility, carefully review and validate financial documents within position threshold, ensuring same is compliant with PU-AMI internal procedures and processes and respect PU-AMI code of conduct
Objective 7: Representation
Activities/main duties
Take part to both internal and external meetings as relevant for the field office
Coordinate activities with local stakeholders (shuras, elders, community representatives, health facility directors, …)
Represent PU-AMI with the provincial partners and attend national meetings when necessary.
Qualification/ Requirements تحصیلات و شرایط لازمه
At least 3 years previous working experience as Program Manager with a humanitarian organization
Bachelor degree holder in Public health, Nutrition studies, and/or a medical doctor (preferred).
Strong knowledge in program management.
Good understanding of the BPHS/EPHS system
Willingness to carry out frequent field visits.
Good level of English, including written (significant reporting) as well as Dari and Pashto
Good interpersonal skills, Persuasion and Negotiations skills
Ability to coach, mentor and inspire a highly performing team is an asset
Integrity, honesty, trust and ability to take initiation is no secret for you
Managerial skills: team management
Ability to work under pressure
IT skills, computer literacy, including database management (beneficiary database, etc)
Good understanding of security, follow up on security situation
