Islamic Relief has been working in Afghanistan for more than 23 years, providing emergency relief and implementing life-changing development projects for some of the most vulnerable people in the country. Islamic Relief set up our first Afghanistan office in 1999. Since then, IRA continued providing assistances in emergency relief, food security, livelihood, education, health, nutrition, shelter, orphan sponsorship, Ramadan and Qurbani programmes.
Job Description
Job Summary
The MEAL Officer will be responsible for managing and implementing MEAL activities and delivering a Comprehensive Monitoring and Evaluation Plan (CMEP) for a high-quality, quantity and results-oriented project focused activity reports in the project location i.e., Baghlan province. Under direct supervision of Project Coordinator, Field MEAL Officer will be holding the below mentioned responsibilities:
Duties & Responsibilities
1- Monitoring and Evaluation
- Coordinate data collection and synthesize and analyze quantitative data from the field.
- Update and add to the MEAL field guide as necessary.
- Synthesize and analyze M&E quantitative data received monthly.
- Conduct need assessment, baseline survey, project review, end-line survey, and impact assessment of the relevant projects as per need and requirement.
- Perform spot checks on cash, food and NFI distributions and produce progress monitoring reports.
- Conduct PDM of all projects in the target area as well as take part in monitoring and verification of the project rights holders.
- Assist in creating reports based on quantitative M&E data gathered regarding student attendance.
- Assist in creating M&E policies and procedures.
- Travel regularly to all program sites and district centers in targeted provinces to conduct spot monitoring.
- Develop and conduct a comprehensive qualitative impact assessment of IRA activity.
- Assist in preparing timely regular monthly, mid-year, and annual progress reports on all IRA activities.
- Ensure that the M&E database is up to date with all relevant attachments.
- Responsible for the management of the IRA M&E database, a compilation of monthly results reporting, analysis of raw data, and oversight of data quality checking.
- Responsible for the implementation of the project M&E plan and design of related monitoring tools.
- Responsible for personnel management of staff working under the M&E component.
2. Reporting and Administration
- Ensure that monitoring and information management tools are up to date and contain all relevant information.
- Ensure that technical specialists are monitoring and disseminating project data collected by field staff in a timely manner.

- Coordinate partner data collection and consolidation.
Job Requirements
Qualification:
• Bachelors in economics, Statistics, BBA
• Minimum 3 years of experience in the field of MEAL (Monitoring, Evaluation, Accountability and Learning).
• Good communication skills
• Good Computer skill
• Good interpersonal skill
• Proficiency in Pashto, Dari, and English
Experience:
• Minimum 2-3 Years’ related experience
