Job Descriptions:

Extenders are engaged through a third-party Service Provider that is directly responsible for the administrative and security related aspects of the Extenders deployment, while UNICEF is responsible for financial support, technical guidance and supervision.

Accordingly, the Extenders will be contracted by a Service Provider and will be considered a staff of the contracting company for all purposes and in all circumstances. The Extenders will not be considered a UNICEF staff member or consultant. As such, UNICEF will not be directly or indirectly responsible for the Extenders while implementing this Terms of Reference (TOR).

Extenders are tasked to facilitate and support UNICEF programme activities implementation and monitoring tasks that cannot be done by UNICEF staff due to accessibility, security, and scale. Which make extenders modality the most reliable and efficient way to support those tasks.

Extender will be based at their area of responsibility, and usually selected from communities in same area for easy mobility and to reduce security risks, and transportation time and cost. These extenders are not given task that is supposed to be done normally by UNICEF staff.

UNICEF is performing in far-flung and insecure communities with high gender disparity, a high number of out-of-school children, and limited functional public schools for children, particularly girls. Most of those areas where UNICEF is undertaking interventions in far-flung remote communities are insecure for UNICEF staff to travel. Considering the importance of monitoring to ensure effective and efficient implementation of education interventions in far remote and insecure areas, Technical Extender is the best possible solution to perform regular monitoring and report on the status of interventions promptly. In this case.UNICEF will ensure accountability towards effective implementation of organizational objectives and efficient use of the fund to partners.

Job Requirements:

  • Monitoring of targeted public schools and UNICEF-supported Community-based Education (CBE), Accelerated Learning Program (ALP), and Early Child Development (ECD) classes at provincial and district levels,
  • Checking whether the CBE/ALP/ECD classes are linked to nearby hub (formal) schools through regular monitoring, as determined by UNICEF Quality Assurance measures.
  • Monitoring and documenting the transition of CBE/ALP/ECD classes to hub schools.
  • Overseeing textbooks and Teaching Learning Materials (TLM) supply delivery to planned schools and their distribution to students by tracking supply delivery with school principals and shura and parents.
  • Conducting regular visits to textbooks warehouses at the PEDs and reporting the findings. 
  • Monitoring teachers and students’ attendance in CBE/ALP/ECD classes.
  • Conducting area assessments to ensure that CBE and ALP classes are established in areas where children have no access to public schools while reporting issues to ZOs for necessary actions.
  • Assuring that School Management Shuras (SMS) have been established and are functioning.
  • Performing skill needs assessment of PED academic supervision staff (when needed) and organizing required capacity development training (e.g., planning, data collection, data analysis, and monitoring/supervision and reporting).
  • Monitoring UNICEF-funded school construction projects to ensure contractors fulfil their work as per BOQ.
  • Producing regular field monitoring and performance reports and sharing them with relevant Zos, CTG.
  • Conducting field monitoring visits on Education in Emergency (EiE) programs/projects, as needed,
  • Monitoring teachers’ salary distribution and sharing the monthly update.
  • Conducting UNICEF education-related campaigns such as World Girls Child Day, etc.
  • Maintaining and updating CBE data (as per UNICEF template) on monthly basis.
  • Monitoring girls’ schools’ facilities (e.g., sanitation, safe drinking water, boundary walls) and sharing report findings; and

      Performing any other duties assigned by UNICEF ZOs and ACO
