About ORCDG:

ORCD Global Inc. is a U.S. based non-governmental, and not-for-profit founded in 2017. ORCDG was registered in the State of California, United States of America (USA) on 05 November 2017 (Registration No: C4076735). Later, it was registered as an international organization in Afghanistan in December 2018 (Registration number 460).

ORCDG has so far implemented 21 projects in various provinces of Afghanistan, and  currently has around 6 ongoing projects in Kabul, Paktya, Parwan, Baghlan, Ghazni, Paktika and Kunduz provinces.

Job Descriptions:

  • Provide specialist leadership to the ORCDG in the development and implementation of ORCDG’s Orphan sponsorship projects safeguarding and child protection strategies, policies and procedures to prevent and protect the orphaned children from different sorts of violence, neglect, exploitation, abuse and sexual harm.
  • Respond to and facilitate investigations (including donor’s Safeguarding Manager) in relation to allegations of harm, sexual exploitation and/or abuse.
  • Support orphan sponsorship projects to strengthen their safeguarding and child protection polices, practices and reporting.
  • Conduct a risk assessment to identify risks to children’s safety and protection for the orphan sponsorship projects.
  • Develop coordinated and collaborative mitigation strategies to the identify risks
  • Ensure that measures are in place that prevent and mitigate risks that would inflict any form of violence, neglect, exploitation, abuse or sexual harm to children
  • Participate actively in risk assessments to ensure we do not expose children to further risk and harm
  • Monitor field activities and assess whether child protection and safeguarding measures are in place 
  • Work with and follow-up with ORCDG to ensure that identified risks and gaps are addressed in a timely and appropriate manner
  • Organize regular meetings with staff and other stakeholders to review and ensure the implementation of the safeguarding and child protection programming strategy/policies/checklist
  • Address and report all concerns and incidents regarding Safeguarding and communicate to as appropriate to the line manager and donor.
  • Maintain a risk register related to safeguarding, complaint register/incident log and proper documentation of each investigative process.
  • Conduct the training, capacity building and mentoring of staff and awareness raising of non-staff (contractors, vendors) on child protection and safeguarding standards
  • Coach, advise and support ORCDG staff to improve child protection and safeguarding practice
  • Support in establishing and strengthening child protection referral systems
  • Make sure that reliable reporting mechanisms are in place and communicated accordingly
  • Ensure that confidentiality and the security of all are maintained in case of incidents
  • Advocacy with stakeholders to enforce child protection and safeguarding during and after incidents.
  • Represent ORCDG orphan sponsorship programme at different networks, alliances, workshops and meetings as assigned.
  • Prepare occasional reports and specific information and documents as per requirement and request.
  • Prepare reporting as per ORCDG’s reporting requirements including lessons from the implementation support experience.
  • Build relationships and networks with colleagues as well as partner organisations, I/NGOs, government departments and civil society
  • Must be available to occasionally work outside of normal office hours or at the weekends as required.
  • The role is mainly office-based in Kabul; however, the candidate must be able to travel within Afghanistan  
  • Whilst performing the duties of this job in the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well is to infectious diseases.

NOTE: Please be aware that the duties and responsibilities outlined above are not exhaustive, nor are they shown in the order of priority or frequency. They may be varied from time to time after consultation with the post holder. You may, from time to time, be required to work evenings, Friday or on a Saturday.

Job Requirements:

  • Relevant university degree (preferably post-graduate) in Medical, social sciences, human rights (MD will be preferred).
  • At least 3-5 years of experience working in child protection and safeguarding in development programmes.
  • Demonstrable track record of working on child safeguarding - ideally this will include experience within the voluntary sector and across both domestic and international contexts
  • Experience of effectively implementing robust safeguarding policies, procedures and processes, from training and risk management, through to advising and responding to safeguarding concerns and managing cases.
  • Professional development courses in Safeguarding and Protection (desirable).
  • Experience in delivering services to communities, including in sponsorship, emergency and humanitarian response contexts. (desirable)
  • Ability to write policies and update necessary policies to reflect sector standards (desirable).
  • Excellent written and oral communication skills in English, Dari and Pashto.
  • Excellent knowledge of English, including the ability to set out a coherent argument in presentations and group interactions.
  • The ability to deliver training in English, Dari and Pashto
  • Capacity to communicate appropriately with different stakeholders (civil society, government authorities, local communities, project staff).
  • IT skills (Microsoft Office Suite).
