Job Descriptions:

 

The Field Engineer will be based at the AKAH Regional Office, Badakhshan and will be responsible for providing technical support, oversight, and coordination of field operations. This includes the needs assessment, feasibility study and construction of water supply projects, mitigation walls, protection walls, gabion walls, and related infrastructure. This role involves ensuring the projects are executed according to design specifications, safety standards, and within the allocated time and budget. The Field Engineer will work closely with technical teams, contractors, clients, and other stakeholders to deliver resilient and effective flood mitigation solutions.

MAIN RESPONSIBILITIES AND TASKS:

  • Conducting needs assessments and feasibility studies for various community infrastructures, with a particular focus on hazard mitigation structures such as protection walls, gabion walls, and climate change resilience structures.
  • Carry-out needs assessment and feasibility for various water supply / mitigation projects as part of a team to identify, prioritize, and select the most vulnerable communities in need of clean drinking water or their asset protection.
  • Preparing design, drawings, cost estimate, and Bills of Quantities (BoQ) for projects, including protection walls, gabion walls, retaining walls, water supply scheme, and other relevant infrastructure.
  •  Developing comprehensive procurement document including, technical specification, request for proposal/ or request for quotation, project timeline and contract terms for procurement of civil works, and technical assistance services.
  • Understand and adhere to norms and standards for water supply in both urban and rural settings.
  • Conducing regular inspections from all ongoing project sites to ensure compliance with engineering standards, safety regulations, and environmental guidelines.
  • Implementation and enforce quality control procedures to ensure the highest standards of construction and material use.
  • Troubleshoot and resolve any technical problems that occur on -site.
  • Supervise the construction of flood mitigation structures, ensuring adherence to engineering design and specification.
  • Coordination with project managers, site supervisors, contractors, and other stakeholders to ensure efficient project execution.
  • Monitor project progress and ensure that timelines and budgets are met.
  • Serve as the primary point of contact for clients during the construction phase, addressing concerns and providing updates.
  • Prepare detailed reports on project progress, technical issues, and resolutions.
  • Conduct post-construction evaluations and provide recommendations for maintenance and future improvements.
  • Ensure all field activities comply with AKAH health and safety policies and regulatory requirements.
  • Identify potential hazards and implement measures to mitigate risks.
  • Maintain accurate records of construction activities, including daily logs, inspection reports, and quality control documentation.
  • Ensure all project documentation is complete and available for review by stakeholders and regulatory bodies.

 

Job Requirements:

 

Education: 

Bachelor’s degree in civil engineering, or related discipline from a recognized national or international university.  Certification of specialization in construction project management will be considered an asset.

Experience:

  • 3+ years of experience in relevant field with a minimum of 2+ year of recent experience in implementation of WASH projects.
  • Experience in construction procurement, planning, implementation, monitoring, and supervision of new construction (complex projects)
  • Excellent and proven experience in dealing with contractors, labors, vendors, and project partners.

Knowledge and skills: 

  • Knowledge of WHO water quality standards, testing methodology and monitoring and evaluation practices
  • Functional knowledge of computer assisted design (CAD, SAP, SAFE & ETABS, Water GEM) and other relevant software.
  • Excellent knowledge of project estimations and water supply systems design.
  • Skills and complete knowledge of on-site control and in-site tests.
  • Excellent writing and communication as evidenced by a body of written work.
  • Using Survey equipment’s  (total station).
