About ASMO:

Afghan Social Marketing Organization (ASMO) is a social marketing and behavioral change communication organization established in August 2008. ASMO is a free-standing, not-for-profit Afghan organization that aims to create positive health outcomes by giving Afghan households the information they need to make informed and healthy choices and expanding access to high-quality health products through commercial markets.

From its inception to date, ASMO successfully implemented multimillion-dollar projects in Afghanistan through sub-awards sponsored by USAID focusing on improving maternal and child health outcomes through the private sector

Job Descriptions:

The Research/Monitoring and Evaluation (RM&E) Manager is responsible to develop and implement project monitoring and evaluation plan to ensure that data is collected, analyzed, reported, and results are incorporated into programmatic decision-making and planning to ensure the objectives of Afghan Social Marketing Organization (ASMO) are accomplished. S/he will design and conduct periodic project research activities, including market landscape analysis and willingness to pay studies. The Research, Monitoring, and Evaluation Manager will be recruited for the Local Health System Sustainability project supported by USAID

Develops research protocol, methodology, and sampling plan for project research activities namely market landscape analysis and willingness to pay for studies.
Oversees data collection and data entry for all project studies, analyzes the data, and writes the final report. 
Develop a comprehensive M&E plan for training, sales, and community engagement activities. 
Supports the development of field monitoring plan and budget and updates spending plans for monitoring & evaluation activities.
Contributes to the development of project indicators and monitoring tools.
Provide technical assistance to departments in data entry in the MIS and ensure the quality of all entries.
Prepares all required reports including, but not limited to weekly, monthly, quarterly, annual, dashboard, and ad-hoc reports of project activities. 
Provide semi-annual technical reports to the Ministry of Economy and any other reports required by the line ministries.
Analyze data entered into the MIS and provide weekly/monthly feedback to related departments to improve performance.
Conduct quarterly physical inventory of health products and ensure that warehouse management standards are met and audit recommendations implemented.
Ensure smooth implementation of project(s), environmental management, and mitigation plan and report on the progress of indicators.  
Establish and maintain sound relationships with national and international health NGOs for information sharing and better coordination of monitoring and evaluation activities.
 

Job Requirements:

Education & Qualifications: Have a bachelor's degree in epidemiology, biostatics, and relevant fields from a recognized university. A Master's degree in Public Health will be a plus.
Industry experience:  Having eight years of experience in health programs research, monitoring, and evaluation with national and international organizations of which at least 5 years need to be in management capacity. 
Technical skills: Adapting monitoring and evaluation principles, approaches, systems, and tools to ensure timely data for the attainment of project objectives. Analyzing data and providing feedback/reports for decision-making.
Technology skills:  Proficient in MS Word, Excel, and PowerPoint. Knowledge of SPSS, STATA, and other relevant software is a plus.
Language skills:  Fluent in local languages (verbal and written). Excellent English language skills (both, oral and written)
Communication skills:  Excellent communication skills, able to communicate effectively at all levels within the organization
