About TLO:

The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Kandahar, Herat, Mazar, and Nangarhar and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

About the Project:

fghanistan is extremely vulnerable to the impacts of climate change due to its high sensitivity and low adaptive capacity. Climate projections for Afghanistan suggest a future of higher temperatures, reduced rainfall, higher evapotranspiration and increased frequency of extreme events such as droughts, storms, floods, landslides and avalanches.

Job Descriptions:

  • Technical Leadership: Lead the planning, design, and implementation of agriculture and livestock interventions tailored to climate change adaptation and rural livelihood enhancement, overseeing a team of Agriculture & Horticulture Officers and Livestock Officers.
  • Capacity Assessment: Conduct comprehensive assessments of smallholder farmers' technical, organizational, and institutional capacities, identifying resource needs and gaps to inform targeted capacity-building initiatives.
  • Community Engagement: Facilitate participatory processes with rural communities and local authorities to co-design projects focusing on sustainable agriculture, climate-resilient livestock management, and market linkages, ensuring inclusivity and ownership.
  • Project Development: Lead the conceptualization, development, and refinement of technically sound and contextually appropriate project proposals and interventions, integrating climate-smart agricultural practices and adaptive management approaches.
  • Stakeholder Collaboration: Foster collaboration and partnerships with relevant government departments, NGOs, research institutions, and private sector actors to leverage resources, technical expertise, and institutional support for climate change adaptation initiatives in agriculture and livestock sectors.
  • Technical Training: Develop and deliver capacity-building programs, training modules, and extension services for extension workers, farmers' groups, and livestock keepers on climate-smart agricultural practices, sustainable land management, water use efficiency, and livestock health management.
  • Technology Adoption: Promote the adoption and scaling-up of climate-resilient technologies and practices, including drought-tolerant crop varieties, efficient irrigation systems, improved livestock breeds, and sustainable land management techniques, through targeted demonstrations and knowledge exchange platforms.
  • Value Chain Enhancement: Lead efforts to strengthen the value chains of local agricultural and livestock products, facilitating access to markets, value addition, and income diversification opportunities for rural communities through market analysis, value chain mapping, and business development support.
  • Reporting and Monitoring: Generate timely and accurate progress reports, work plans, and technical briefs on project activities, outputs, and outcomes, collaborating closely with the Monitoring & Evaluation (M&E) Officer to ensure robust data collection, analysis, and learning for adaptive management.
  • Capacity Building: Work collaboratively with the M&E Officer to conduct baseline and end-line assessments, knowledge sharing sessions, and learning events to enhance project effectiveness, adaptive management, and scaling-up of successful interventions.
  • Research and Innovation: Identify research gaps, innovation opportunities, and best practices in climate-smart agriculture and livestock management, liaising with research institutions, universities, and innovation hubs to promote evidence-based decision-making and continuous learning.
  • Ad Hoc Responsibilities: Undertake any other tasks assigned by the Project Manager and ENRM Coordinator, demonstrating flexibility, initiative, and a commitment to achieving project goals and objectives.

Job Requirements:

  • Experience: Minimum of 10 to 15 years of progressively responsible experience in agriculture and livestock development, with a proven track record of implementing climate change adaptation initiatives, community engagement, and capacity building in rural contexts.
  • Education: Advanced degree (Master's or equivalent) in Agriculture, Veterinary Sciences, Environmental Science, or related field, with specialized training in climate-smart agriculture, natural resource management, or sustainable development.
  • Language Skills: Excellent command of English, Pashto, and Dari (spoken and written) to effectively communicate with diverse stakeholders, facilitate participatory processes, and deliver technical training and capacity-building programs.
  • Analytical Skills: Strong analytical, problem-solving, and decision-making skills, with the ability to synthesize complex information, assess risks, and develop evidence-based strategies and interventions to address climate change impacts on agriculture and livestock sectors.
  • Technical Proficiency: Proficiency in MS Office Suite, GIS applications, and statistical software for data analysis, with the ability to utilize technology for project management, reporting, and knowledge sharing.
  • Interpersonal Skills: Excellent interpersonal skills, with a proven ability to build and maintain effective working relationships with government officials, development partners, civil society organizations, farmers' associations, and project team members.
  • Work Ethic: Proactive, results-oriented, and deadline-driven, with a strong commitment to ethical standards, gender equality, and social inclusion, and a genuine desire to contribute to sustainable development and poverty reduction in rural communities.
  • Travel Readiness: Willingness to undertake regular field visits to targeted districts and villages for project oversight, community engagement, and capacity-building activities, often in remote and challenging environments.
