About ACBAR:

The Agency Coordinating Body for Afghan Relief and Development, ACBAR, is an independent forum founded in 1988 in response to the demand from NGOs working with Afghan refugees in Pakistan and across the border in Afghanistan to more efficiently coordinate assistance and delivery of services. With its main office in Kabul since 2002, ACBAR brings together 203 National and International NGOs working in in all sectors of humanitarian assistance and development in Afghanistan. Based on the 3 pillars of Information and Coordination, Advocacy and Enabling Environment, and Capacity Building, ACBAR’s activities focus heavily on sharing information with members, coordination of members and the aid community in general, at the national and regional levels, and carrying out advocacy on issues affecting the work of its members and other I/NNGO in Afghanistan. ACBAR has a mission to provide an efficient platform for members to carry out effective humanitarian, development, and peace building activities in Afghanistan. The members are the drive behind ACBAR, and their active participation is essential to ACBAR’s continuous dynamism.

The Accountability to Affected People Working Group (AAP WG) replaces the former Community Engagement Working Group, and reflects the commitment by the Humanitarian Country Team, the Inter-Cluster Coordination Team, and UN and NGO partners to be accountable across all sectors to the people of Afghanistan. The AAP WG supports the application of global and national commitments to accountability.

Job Descriptions:

RESPONSIBILITY SUMMARY

Under the overall supervision of ACBAR and the AAP WG Coordinator, the Information Management Officer (IMO) is responsible to support AAP WG information management aspects and requirements of the coordination for the AAP WG in Afghanistan. The IM Officer is expected to perform the following key responsibilities:

  • Identify gaps on data and information relevant to the AAP WG; support the implementation of overall information management (IM)/ data management activities including data collection, processing, and analysis for the AAP WG.
  • Ensure   adequate   preparedness   for   spatial   and   non-spatial   data (e.g., storing   shape   files, vulnerability, and census/survey information) for producing quality GIS maps and info graphics for the AAP WG.
  • Perform regular data collection/updates in 4Ws, contact lists, and other information products as needed; disseminate products through the appropriate channels.
  • Support the design and implementation of standardized data collection templates, harmonized reporting indicators, and monitoring of humanitarian response activities.
  • Support the data processing through proper collation/compilation, sorting, encoding, and organizing on regular basis within the AAP WG and as needed elsewhere.
  • In collaboration with OCHA Afghanistan and other AAP partners in the response, collect data, produce/update, visualize and present standard information products including maps, info graphic, dashboards and databases on a regular basis and contribute to the reporting against Humanitarian Response Plan indicators.
  • Coordinate and perform geospatial analysis, as necessary, based on collected data and disseminate products and datasets.
  • Regularly collect information resources relevant to AAP in the Afghanistan response, including individual organizations’ assessments and other reports, guidance notes, factsheets, maps, documents etc.
  • Regularly update and archive information resources from the AAP WG Dropbox account and, in collaboration with OCHA, on the AAP WG page of OCHA’s humanitarianresponse.info website. Disseminate/keep the resources publicly available and usable for future reference.
  • Support the AAP WG Coordinator to maintain regular liaison with key stakeholders, including other working groups, task forces, clusters, IM and assessment entities and other key actors as needed.
  • Attend AAP WG meetings plus its sub-working group meetings, as well as other relevant meetings.
  • Maintain strong partnerships and regularly liaison with key stakeholders in relation to IM, including IMOs from other sectors and agencies and government counterparts.
  • Provide technical guidance to AAP WG members, sub-groups/taskforces as well as other stake holders in works related to IM function that is relevant to the AAP WG.
  • Any other relevant duties as agreed with the supervisor.

 

Job Requirements:

    • Bachelor’s degree in Information Management, Geographic Information Systems, Computer Science, or a related field from an accredited academic institution.
    • Minimum of four years of work experience, with a minimum of two (2) years working with non-governmental organizations.
    • Demonstrated experience in emergency response, Data Management or Information management in crisis, post conflict, and/or other displacement context.
    • Understanding and respect of data sharing protocols.
    • Knowledge of ArcGIS or any enterprise GIS software, Relational Database Management System (RDBMS), software development tools (e.g., Kobo, ODK, MS Office).
    • Strong coordination, negotiation, motivation, mobilizing, and facilitation skills.
    • Excellent writing and oral presentation skills in English and Dari/Pashto for reports and communications documents.
    • Ability to think strategically, prioritize, and meet deadlines in a complex and challenging environment; must be culturally sensitive. Excellent problem-solving skills.
    • Ability to work under pressure and travel to the provinces in difficult security conditions.
    • A demonstrated commitment to ensuring community representation and authentic participation in humanitarian and development programming, including of women and girls in Afghanistan.
