  1. Summary of Key Functions:

 

  • Implementation of Procurement & Logistics Management of CARE AFG.
  • Prepare & Review Procurement & Logistics Plans based on Project Budget, CARE and Donor requirements and procedures for approval by Procurement & Logistics Manager or other Senior Management Team.
  • Provide Procurement & Logistics Management related information on policies, procedures, systems and standards to Procurement & Logistics Team.
  • Facilitation of Knowledge Building and Knowledge Sharing in Procurement & Logistics matters for staff in Kabul & Provincial Offices both in Program Support and Programs.

 

  1. Key Relations:

      

  • Reports to the Procurement & Logistics Manager.
  • Supervises Logistics Officers on all matter related to the management of Logistics in Kabul and different line supervision of Logistics Officers at Provincial Offices.
  • Collaborates with Program, Finance, Program Support, Internal Audit and Provincial Offices.
  • Conduct Logistics orientation and workshop to CARE Staff and Partners on Logistic matters.

Based at CARE Afghanistan Kabul Office with regular visits to Provincial Offices.

 

 

 

 

 

  1. Key Expected Results on Procurement Management: 

 

  • Full compliance of procurement activities with CARE AFG rules, regulations, policies and strategies implementation of the effective internal control, analysis of parameters in support of proper design and functioning of a client-oriented procurement management system.
  • Proper implementation and finalization of Procurement Transactions i.e. PR, RFQ, SBA, Technical Evaluations Reports, Scoring Sheets, Selection Memos & PO.
  • Analysis of information for preparation of Procurement Plans for the project and monitoring of their implementation in collaboration with Procurement & Logistics Manager, Thematic Coordinators and Project Managers.
  • Review Procurement Status Reports, analyze results with standards of Service Level Agreement, Key Performance Indicators and present it to the Procurement & Logistics Manager.
  • Implementation of proper monitoring and control of procurement processes including organization of EOI, RFQ, ITB or RFP, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with CARE rules and regulations.
  • Proper management of the rosters of suppliers, elaboration of supplier selection and evaluation criteria, quality and performance measurement mechanisms.
  • Coordinate with requesting parties and units about the procurement committee members and increase transparency of the procurement transactions.
  • Coordinate and communicate to programs about the specifications of goods and services as needed and make sure to have proper Technical Evaluation Criteria for bulk procurement.
  • Make sure that the required goods/services are complete and clear in terms of specifications, quantity, location and time.
  • Survey frequently the market situation and collect data regarding the changes in the local market in connection with the upgrading of the vendor list and prices of items and present the report with recommendation to Procurement & Logistics Manager.
  • Implement approved vendor list all the time and ensure that the supplier is reliable in offering the required goods and services in terms of reasonable price, better quality and on time delivery.
  • Dispatch Procurement Documents to Finance Department for payment and follow up vendors payments with Finance Department and Cashier.

 

  1. Key Expected Results on Logistics Management: 

 

  • Preparation of warehouse and non-warehouse inventory reports to CARE HQ, Donors and other Stakeholders.
  • Generate warehouse Inventory Report and circulate it to concerned Departments at the end of each financial period.
  • Assist the Provincial Offices in handling of Asset/Inventory Databases and provide technical support for them.
  • Ensure that all warehouses and stores across CARE AFG are using the standard property management systems and forms.
  • Assist Logistics Team in handling tasks related to the internal and external auditors, while doing the audit of warehouses and stores.
  • Assist Logistics Team in reviewing of food and inventory manuals, commodity/inventory forms and collect recommendation for improvement and standardization of the system.
  • Prepare location wise list of personal property and inventories of CARE AFG for Insurance purpose as per the requirement.
  • Leading the annual physical inventory for warehouse and non-warehouse inventory items in all CARE AFG Offices at the end of each Fiscal Year and report the difference between the physically observed items with the book balance of the mission and update the databases accordingly.
  • Assist Logistics Team to review the food and non-food inventory forms used within the organization and maintain coordination with related section and programs.
  • Arrange periodic Asset physical count, tagging and labeling.
  • Regular visits from warehouse and make sure the CARE AFG Warehouse Management mechanisms are all in place.
  • Record CIK grants receipt and dispatch in databases and prepare monthly adjustment report with consideration of quantity and cost of CIK grants for submission to finance department and reconcile with the Pamodzi package at the end of each financial period.

  • Proven and relevant work experience of procurement management and logistics in humanitarian/ development sector preferably in an INGO.

  • Able to take initiative and teamwork approach.
  • Excellent written communication skills.
