Job Descriptions:

 

MAIN PURPOSE OF JOB: 

The Acting Finance Director / Senior Finance Manager will be responsible for the oversight of the activity’s financial matters such as the preparation of all financial documents required for a successful implementation of the activity, including financial plans, cost calculations, and financial review documents. The Senior Finance Manager is responsible for ensuring that any money expended in the field is done in accordance with Generally Accepted Accounting Principles, MSH policy, and any cost principles imposed by the donor agency. The Senior Finance Manager is aware of, and adheres to, MSH’s procurement integrity standards in all activities.

Major Activities / Responsibilities:

General Responsibilities:

  • Train, manage, supervise, and support finance and accounting, office staff.
  • Act as Finance Director once the FD is on leave.
  • Supervise the Finance team including two Senior Finance Officers.
  • Understand and articulate the basic tenets of Internal Control and Generally Accepted Accounting Principles to other staff members.
  • Develop tools to use to train staff in proper financial record-keeping procedures and procurement integrity.
  • Lead the process of the ongoing improvement of financial systems and internal controls.
  • Implement standard MSH procedures to manage and monitor the financial resources of the project office. This includes ensuring that all payments comply with MSH rules and regulations and are supported by adequate documentation.
  • Apply basic 2.CFR.200 (U.S. Government) Cost and Audit Principles.
  • Ensure that defined controls are respected in the accounting system (QuickBooks), assuring detailed memos, proper charge codes, account codes, and job tracking.
  • Review Travel Claims (TEFs) for staff and consultants.
  • Assure that the process for payment of per diem and transport to participants and other expenses paid at field activities is properly managed, documented, and follows project policy.
  • Assure that the process for travel advances to staff is properly managed and follows project policy, assuring proper documentation and timely clearing of all advances.
  • Authorize journal entries, assuring all entries are properly coded and charged to the proper account codes and jobs.
  • Supervise the management of petty cash, assuring all purchases are properly documented, approved, and comply with petty cash management policy.
  • Working in close collaboration with the Operations Director to prepare and monitor project budgets and pipeline expenditures.
  • Estimate upcoming cash needs and accrue expenditures as appropriate.
  • Approve account reconciliations and approve field expense submissions.
  • Conduct regular spot checks of financial systems and transactions and compliance with financial policies and procedures.
  • Create and interpret standard financial reports.
  • Define the system for and review weekly and monthly specialized reports for the Program Directors.
  • Establish internal systems for purchase approval and asset use that ensure adequate internal control. Ensure that all paid invoices agree with supporting documentation, including price quotes, purchase orders, and shipping receipts.
  • Ensure that all costs have adequate prior authorization and approval.
  • Ensure audit compliance utilizing principles of audit and performance.
  • Prepare monthly account reconciliations and reports.
  • Maintain current standing with all mandated tax and registrations, including submission of payments and required reports.
  • Provide an audit interface between MSH Corporate Accounting, MSH external audit firms, and donor auditors.
  • Prepare reports for USAID as required.
  • Monthly preparation of the MFR (Monthly Financial Report) and BMR (Budget Monitoring Report) Reports; and timely submission of the mentioned reports to the management, RMU, and HQ.
  • Provide the necessary presentation of the financial status of the project using the BMR and Power BI systems to management and senior staff.
  • Ensure timely submission of the annual return to the ministry of finance, and bi-annual financial report to the ministry of economy of Afghanistan.
  • Ensure yearly preparation of the provincial budget and assist the Senior Provincial Managers in submitting the financial reports and provincial budgets to the Directorate of the Economy in each province.
  • Assist Finance Director in cost savings and safeguarding of MSH assets and funds in the prescribed manner.
  • Assist Finance Director in preparing the yearly budget.
  • Support HQ and RMU teams in donor audit of the project (SIGAR Audit)

Other:

  • Any additional work as assigned.

Job Requirements:

           REQUIRED MINIMUM EDUCATION:

  • Master’s degree in accounting or equivalent certification from a Business Technical School.                                       REQUIRED MINIMUM EXPERIENCE:  
  • Minimum of 10 years’ experience in a finance/accounting role.
  • Understanding of key aspects of accounting.
  • Experience with U.S. government projects.
  • Ability to use accounting software (i.e., QuickBooks Online).
  • Ability to create and monitor budgets. Understanding of the basic tenets of Cash Control, Asset Management, and Bank Reconciliation.
  • Experience with Costpoint is not required but is a plus.
  • Understanding of principles of adequate documentation and of audit, and performance was necessary to ensure audit compliance.
