Job Overview:

The Procurement/Logistic Officer will be overall responsible for ensuring the smooth and efficient operation of procurement and logistics activities within the organization, which includes sourcing and purchasing goods and services, negotiating contracts with suppliers, managing inventory levels, coordinating transportation and distribution of materials, and ensuring compliance with relevant regulations and policies

Job Descriptions:

The Procurement Officer will be responsible for coordinating the procurement activities and ensuring the timely preparation of procurement plans for project implementation. They will also monitor and control the procurement processes, ensuring compliance with ACDO's procurement policy and procedures. The Procurement Officer will work closely with the Procurement Manager /Specialist and other stakeholders to ensure efficient and effective procurement operations.

 

  • Coordinate the work of procurement and ensure the timely preparation of procurement plans for project implementation in compliance with ACDO rules, policies, and procedures.
  • Ensure procurement is conducted in compliance with ACDO's procurement policy.
  • Draft procurement memos and process them for the next procurement action.
  • Locate and identify potential vendors and suppliers both domestically and internationally.
  • Prepare cost and benefit analysis forms and participate in the selection committee.
  • Follow up on the activities and tasks undertaken by contractors as indicated in the signed service/procurement contracts or Purchase Orders.
  • Ensure Purchase Orders (POs) are duly prepared and dispatched, and take timely corrective actions on POs with budget check errors and other problems.
  • Ensure adequate integration of supply chain management in project implementation.
  • Liaise with supply chain counterparts to ensure adequate planning for receipt, storage, and distribution of goods.
  • Conduct cost/price quality and past performance/timeliness review of bids received.
  • Thoroughly review procurement documents of field offices for the next procurement action.
  • Regularly contribute to the development and introduction of innovation to ensure ACDO incorporates best practice approaches in head and sub-offices.
  • Identify procurement risks and undertake mitigating actions in close cooperation with the project team and procurement manager/specialist.
  • Conduct timely and proper preparation and updates of procurement plans for the project, establish deadlines, and monitor their implementation.
  • Play an active role in inventory management and inventory verification of ACDO head and sub-office assets.
  • Play an active role in the preparation of seminars and workshops, including hotel bookings and other logistical support.
  • Ensure that all procurement files are accurately maintained in both hard and soft copies.
  • Ensure that each PR/PO is systematically recorded in the tracking file.
  • Perform any other related tasks as assigned by Procurement Manager/Specialist and/or Senior Management Team (SMT).

Job Requirements:

  • Bachelor's degree in supply chain management, logistics, business administration, or a related field
  • Experience in the relevant or similar position in humanitarian projects is required.
  • Five years Proven experience in procurement and logistics, preferably in a similar role.
  • In-depth knowledge of procurement processes, rules, and regulations.
  • Excellent organizational and coordination skills.
  • Strong analytical and problem-solving abilities.
  • Ability to work independently and handle multiple tasks simultaneously.
  • Strong attention to detail and accuracy.
  • Effective communication and interpersonal skills.
  • Proficiency in using procurement software and Microsoft Office Suite.
  • Knowledge of ACDO's operations and procedures is a plus.

Skills:

  • Ability to cope well under pressure, work irregular hours and meet tight deadlines
  • Sound organizational skills and ability to prioritize and deliver assignments in a timely manner often under severe time pressures

  • Ability to build strong lines of communication with all ACDO headquarter and provincial staff;

Language skills:

  • Fluent oral and written skills in English, Pashto and Dari
