About Agricultural Development Fund:

The Agricultural Development Fund (ADF) will act as a second-tier wholesale lending institution that will lend to intermediaries in the agricultural value chain, who will then on-lend to small commercial farmers, defined as farmers with 1-30 hectares. ADF is capitalized by a $100 million grant provided by the United States Government to the Government of Afghanistan to increase lending to the agriculture sector to create a more competitive agriculture sector through expanded agricultural production and increased incomes for agricultural households. ADF will lend directly and indirectly to banks, non-bank financial institutions, credit unions, microfinance institutions and non-financial intermediaries such as private farmer associations, farm stores, agricultural depots, food processors, agribusinesses and other market participants and informal providers of finance that support the development of agricultural value chains in Afghanistan and can enhance the supply of agricultural credit to the end-borrowers at the farm level. Until it transitions to the Government of Afghanistan in 2014, the ADF is managed by the Agriculture Credit Enhancement (ACE) program a USAID contract.

Job Descriptions:

  • Oversee, monitor, and control daily works of Risk Management Unit.
  • Make sure strong control system in the loan portfolio exists in the organization.
  • Review the diversification range of the loan portfolio and recommend constant preventive risk measures to the management.
  • Prepare comprehensive reports on the status of risk controls and mitigations, key oversight themes, and using risk information (e.g., risk indicators, incidents) to highlight areas out of risk appetite and formulate sound recommendations on required actions in areas of risk vulnerability.
  • The risk assessment is embedded in planning and decision-making by assisting in the development and monitoring key risk appetite metrics and risk indicators and regular updating of risk registers, including progress towards implementing the risk mitigation actions.
  • Build the capacity of ADF team by raising awareness of and skills in risk management to strengthen the culture of integrity and accountability; provide advice and support to staff on matters related to loan portfolio, risk management and fraud risk management.
  • Identify lessons learnt and root cause(s) of recurring systemic credit risks; prepare recommendations on significant matters requiring management action or intervention or changes to policies/procedures.
  • Promote and disseminate policies, guidance, good practices, and lessons learnt related to the risk management.
  • Perform any other specific tasks assigned by the CEO.
  • As a person in-charge of the Unit, work with the credit, legal, and loan recovery teams to ensure that credit risk indicators and early warning signs of credit delinquency are monitored proactively and that, recommendations for actions to be taken to ameliorate the situation are made and acted upon.
  • Ensure a contingent plan concerning risk management is developed and implemented.
  • The Credit Risk Officer will provide support to Credit Department mainly through reviewing the Islamic financing documents to identify and pinpoint protentional risks. He is responsible to develop and implement policies and procedures that reduce credit risk for the ADF. He will manage the building of financial models that predict credit risk exposure to the organization.

Job Requirements:

  • At least three to five years of experience and evidence working in Credit Risk.
  • Fluent English, excellent Pashto, and Dari.
  • Strong report writing skills.
  • Experience working with local banks or financial institutions.
  • Able to provide high quality and reliable information and demonstrate professional integrity.
  • Problem solving and analytical thinking.
  • A University degree in relevant field BA/BS in Economic, Business/Public Administration or related field required.
  • Ability to travel to different regions of Afghanistan for business related activities.
