About DAI/Afghanistan Value Chains Program (AVCP):

Afghanistan Value Chains Program (AVCP), a USAID-funded program implemented by DAI Global, LLC (DAI), supports the expansion of sustainable agriculture-led economic growth across Afghanistan. AVCP achieves this goal through the support of anchor firms in the livestock and crops value chains. AVCP partners with and supports anchor firms through a market systems development approach, implemented through ‘Deal Notes’ which are co-designed agreements that respond to critical constraints while driving project outcomes. In implementing Deal Notes, AVCP works almost exclusively with agribusinesses and key value chain stakeholders to increase sales, investment, and productivity, among other key indicators. The growth of the anchor firms promotes the efficiency, profitability, and strengthening of the value chains with a direct and positive impact on rural economies, households, and livelihoods. The AVCP focuses its interventions on key value chain leverage points, such as input suppliers or traders linked to large wholesalers, processors, and farmer associations. In doing so, AVCP will accomplish the following fundamental sub-purposes:

Sub-Purpose 1: Increased Productivity and Stability of Value Chains

Sub-Purpose 2: Improved Commercial Viability and Operational Efficiency of Agribusinesses

Sub-Purpose 3: Engage Afghan Women in Agriculture

Sub-Purpose 4: Climate Change Mitigation and Resiliency Strengthened.

Job Descriptions:

The Senior Procurement Manager is responsible for ensuring integrity, fairness, and openness in all project procurement processes as well as adherence to policies, procedures, and controls. The Senior Procurement Manager will work with Operations and Technical teams to identify and plan for AVCP procurement needs. He or she will be responsible for leading the procurement function of the project, in particular for guiding and mentoring the procurement team, maintaining oversite of planned technical activities, planning, and providing expertise to all technical staff in procurement processes and regulations, ensuring timely and compliant technical procurements. He/she will also work alongside the Field Procurement Manager, providing input and advice as required.

Objectives and Duties:

  • Manages and mentors the procurement team.
  • Leads all programmatic procurement efforts and advise operational procurement management on any high value operational procurements
  • Ensures compliance to USAID procurement regulations in providing procurement support for project staff and activities, ensuring accordance with DAI policy and governmental regulations.
  • Ensures integrity, fairness, and openness in the procurement process as well as adherence to policies, procedures, and controls.
  • Enforces use of DAI’s operations & procurement system (TAMIS)
  • Ensures that beneficial, ethical and open supplier relationships are created and maintained according to procurement policies.
  • Prepares the required approvals to ensure compliance with internal and external contract and policy requirements.
  • Oversees proper record keeping, maintaining electronic procurement records and files of all required backup documentation in the relevant DAI’s system platforms, including any required hard copy files.
  • Ensures timely processing of vendor invoices collaborating with the finance team to ensure timely payment and accurate forecasting.
  • Trains other project staff in the use of DAI procurement systems, as necessary.
  • Ensures procurement planning is conducted in an accurate and collaborative manner
  • Works with other departments to build strong working relationships, improve workflows, mitigate against delays and improve efficiencies.
  • Advises technical staff in the preparation of clear SOWs/procurement specifications
  • Determines source selection methods.
  • Maintains the oversight of service contracts.
  • Builds and manages a price checking system, ensuring the procurement team are training and knowledgeable on price reasonability for recurring goods and services.
  • Oversees vendor rating systems.
  • Works with market research and technical staff to ensure properly carried out and documented market research.
  • Ensures the procurement team provides accurate information for inventory management.

Other duties:

  • Provides leave of absence cover for other staff as required
  • Escalates any issues to his/her supervisor immediately
  • Prepared to travel to project provincial offices as required
  • Performs any other duties as assigned

Job Requirements:

  • Demonstrated experience in USAID procurement mechanisms, such as subcontracts and grants.
  • Knowledge of USAID rules and regulations and implementing partner procurement policies.
  • Master’s degree with 5 years of relevant experience working with governments, the private sector, or donor projects on procurement of goods and services or Bachelor degree with 7 years of experience.
